This solicitation is for construction services to install exterior fencing and a vehicle gate at the Kiowa Rita Blanca Old Admin Site on the Kiowa Rita Blanca National Grassland of the Cibola National Forest. The work will be performed in accordance with the provided plans and specifications.

• Award Type: Firm-fixed price construction contract.

• Period of Performance: Work to commence within 10 calendar days after Notice to Proceed (NTP), and completion within 31 calendar days after NTP. This includes final cleanup.

• Submission Deadline: Offers are due by June 17, 2026, at 2:00 PM Pacific Time.

• Proposal Acceptance: Offerors must hold prices firm for 60 calendar days from the offer due date.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on:

  • Technical Approach: Ability to meet schedule requirements and understanding of SOW.
  • Price: Determined to be fair and reasonable.
  • Past Performance: Assessed as acceptable or neutral.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this Statement of Work is to procure services for the installation of exterior fencing at the Cibola National Forest and National Grassland Kiowa Rita Blanca Admin site, including the installation of a vehicle gate.

• Fence Installation: Reconfigure the existing equipment yard by installing approximately 280 ft of new six-foot-high chain-link security fence with a single strand of barbed wire on top. Galvanized fence posts will be set in concrete.

• Vehicle Gate Installation: Install one manual operating vehicle gate on the west side of the equipment yard. The gate will swing into the admin site and be secured by a padlock.

• Existing Fence Removal: Remove and properly dispose of approximately 280 ft of existing four-strand barbed wire fencing.

• Compliance: All work must comply with applicable regulations and the contractor is responsible for obtaining all necessary permits.

• Proposed Project Plan: Due within five (5) business days after contract award. This plan should detail responsibilities, timeline, risks, and milestones.

• Weekly Status Report: Due every Friday by 3:00 PM MST until contract expiration, documenting tasks and issues.

• As-built Drawings: Required after project completion, documenting the location of the remodeled parking lot, new fence, and gate.

• Location: Cibola National Forest and National Grasslands Kiowa Rita Blanca Admin site, 714 Main St. Clayton, New Mexico 88415.

• Work Schedule: Work shall be performed on-site. Any changes to the work schedule require written approval from the Contracting Officer at least 14 working days in advance.

• Government Furnished Materials: None. All materials will be provided by the contractor.

• Contractor Personnel: Must demonstrate working knowledge of parking lot projects, fencing, building decommissioning, and installation of asphalt and concrete. Documentation for responsible personnel must be submitted.

• Access: The Supervisors office will be open Monday-Friday, 8 am to 4:30 pm. Access shall be coordinated with the Contracting Officer Representative.

• Travel: Contractor is responsible for all travel arrangements for timely completion of work.
