Quick Summary
The Department of the Interior, National Park Service (NPS), through its SER SOUTH MABO office, is soliciting proposals for the installation of a Photovoltaic (PV) Solar Power System at the El Abanico Outworks Restroom within the San Juan National Historic Site, Puerto Rico. This is a Total Small Business Set-Aside competitive action for a firm-fixed-price construction contract. The estimated value is between $100,000 and $250,000. Proposals are due Friday, July 10, 2026, at 5:00 p.m. ET.
Scope of Work
This project requires the design, engineering, permitting, furnishing, installation, testing, commissioning, training, and warranty support for a complete off-grid PV solar power system. The system must deliver approximately 50 amps of electrical service and include battery storage capable of supporting restroom operations for a minimum of eight hours daily. Key requirements include:
- Installation of a roof-mounted solar array with high-efficiency, low-profile panels, corrosion-resistant racking, and hurricane-rated attachment.
- Provision of inverters, disconnects, grounding, overcurrent protection, and conduit systems.
- A 50-amp service connection to the restroom distribution panel.
- Restoration of all disturbed areas.
Special Requirements & Historic Preservation
The system must be designed for a coastal marine environment, high humidity, salt exposure, and hurricane wind loads per Puerto Rico Building Code. Significant emphasis is placed on Historic Preservation, requiring compliance with the Secretary of the Interior's Standards and NPS policies. This includes minimizing visual impact, preserving historic rooflines, avoiding damage to historic masonry, and ensuring roof penetrations are minimized and reversible. Coordination with NPS Cultural Resources staff and the Historic Architect is mandatory. Stamped design drawings by a licensed Puerto Rico Professional Engineer are required.
