The Naval Air Warfare Center Weapons Division (NAWCWD) and Naval Air Systems Command (NAVAIR), China Lake, CA, intends to procure, on a competitive basis, Installation Fiber Optics Networking Support Services. The impending service contract will be a cost plus fixed fee (CPFF) contract for a 5-year period of performance (a base period of 1-year and (4) 1-year options). The procurement will be competed as a small business set-aside under NAICS 541512 with a size standard of $34M.
This effort is to provide NAWCWD, NAVAIR and the user community with value added, cost effective, Subject Matter Experts (SMEs) for support services. The Government will provide Engineering and the contractor shall provide Installation. All fiber optic networking support services shall execute network designs, fiber builds, infrastructure mapping, and networking solutions, which currently are not provided by, or are outside the framework of the Naval Enterprise Network (NEN) which encompasses the Navy Marine Corps Intranet (NMCI), Next Generation Enterprise Network (NGEN), and Block II (BLII)/ONE-NET, as well as provide both trained and certified fiber optic networking support contractors to the NAWCWD community.

Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
