Statement of Work (SOW)

This SOW details the requirements for the installation of a fire suppression system within the diesel generator room of three (3) 60T portal cranes at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia.

• Installation of a fixed fire extinguishing system for the crane compartment containing the diesel engine.

• System orientation to allow removal of the machinery house roof and generator without affecting certification.

• Piping to be marked "FIRE EXTINGUISHING SYSTEM", indicate protected compartment and normal flow direction, and painted bright red.

• Extinguishing agent containers to be mounted outside protected compartments in accessible locations, marked with normal weight/volume, and have reliable quantity checking.

• Manual actuation stations to be located outside each protected compartment adjacent to entrances/exits, with guarded, double-action controls, clearly labeled.

• Automatically actuated audible alarm system compliant with NFPA 72.

• System designed to minimize erroneous activations, potentially using multiple sensors.

• Contractor to provide means to cancel/deactivate the system if unintentionally activated.

• Alarm system to annunciate audibly and visually in the operator's cab upon fire detection, with warning signs at entrances.

• Pre-discharge alarm (20-30 seconds) for impending agent release, followed by ventilation fan shutdown and diesel engine shutdown prior to agent discharge.

• Contractor to provide specialized equipment for routine monthly/annual inspections and testing, including equipment for time delays, alarms, signals, and portable gas sampling.

• The Period of Performance (POP) for this work shall be 12 months from the time of award.

• Worksite is located in the machine house of the crane, approximately 75 feet above the crane rails, accessed via a ladder.

• Compliance with NFPA 12 or NFPA 2001.

• Ambient design temperature: 130 degrees Fahrenheit.

• Contractor is responsible for providing and ensuring employees use appropriate Personal Protective Equipment (PPE), including hard hats, safety glasses, steel-toed shoes, and hearing protection. Additional PPE as needed.

• Fall protection measures must be provided and utilized, including guarding, harnesses, lanyns, or other appropriate systems meeting 29 CFR 1910, 1915, and 1926.

• Strict adherence to site requirements for PPE and restricted items (e.g., weapons, explosives, certain electronics).

• Contractor must notify Fire Division immediately of any spill discharge and perform cleanup.

• All contractors require a DBIDS card for shipyard access. Specific procedures for obtaining DBIDS cards and NAVSEA badges are outlined.

• Policies regarding Portable Electronic Devices (PEDs) within the Controlled Industrial Area (CIA) and other zones are detailed.

• Access to classified information or spaces requires specific procedures, including visit requests and security clearances.

• A one-year warranty on all contractor-provided parts and workmanship is required.

This Request for Quotation (RFQ) seeks proposals for the procurement and installation of an engineered fire suppression system for the diesel generator rooms on three (3) 60T portal cranes at the Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia. The system is intended to reduce fire risk, protect personnel and assets, minimize downtime, and ensure safe crane operations.

• Installation of a fixed fire extinguishing system within the diesel engine compartment of each crane.

• System must comply with NFPA 12 or NFPA 2001 standards.

• System piping must be painted bright red and marked "FIRE EXTINGUISHING SYSTEM".

• Automatically actuated audible alarm systems complying with NFPA 72 must be provided.

• All personnel must adhere to shipyard safety, badging (DBIDS), and PPE guidelines.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 12 Months from Date of Award (Base Period).

• Quotes must include pricing for all line items, FOB Destination, shipping point, point of contact, business size, and payment terms.

• Pricing for FAR 52.217-8 (contract extension option) must also be included.

• Price will be evaluated for fair and reasonableness.

• A technical capabilities statement is required for award; failure to include will render the quote ineligible.

• This procurement is a 100% Total Small Business Set-Aside.
