This document provides responses to vendor questions regarding the "SUPPLY AND INSTALLATION OF FIRE-RATED DOORS AT THE CHIEF OF MISSION RESIDENCE IN MADRID, SPAIN" RFQ No. 19SP5025Q0003.

• Door Design: New doors must match the existing moldings and design as specified in the SOW.

• Door Handles: Handles must be replaced with fire-resistant ones, maintaining the current style.

• Partition Walls: Partition walls are made of brick.

• Door Subframes: Existing wooden subframes can be kept if fire-resistant sealing is ensured. Existing metal frames can be used as subframes for new metal doors.

• Door Frames: Wooden door frames must be replaced with fire-resistant frames, maintaining the existing style.

• Locks: Doors with existing cylinder locks should no longer have them; they should only have a handle and an interior privacy lock.

• Ventilation: Stairwell doors are not required to maintain ventilation.

• Painting: If touch-up painting is required, the entire wall must be painted.

• Hardware/Paint Brands: Specified brands are not mandatory; materials must be similar to those mentioned in the SOW.

• Ceiling Doors: Doors installed above the ceiling do not require a bottom frame, and the wall is part of a different project.

• The period of performance has been extended from 110 days to 140 calendar days (110 days for manufacturing, 30 days for installation).

• Additional images of the doors have been added to the solicitation.

Amendment / Modification

• The solicitation's due date for offers has been extended to February 17, 2026, at 16:00.

• Attachment 2 (Specifications) has been revised to include/modify the following:

  • Section 2.3.2 clarified that wooden door subframes can be kept if fire-resistant sealing is ensured.
  • Section 5 has been updated to extend the period of performance to 140 calendar days (110 for manufacturing, 30 for installation).
  • Sections A3-N4, A3-N5, and A3-N6 have been added with additional photos.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the replacement of existing doors with certified fire-rated doors at the Chief of Mission Residence (CMR) located at the U.S. Embassy Madrid, Spain. The project aims to address deficiencies identified in current doors and corridors that do not meet updated fire safety codes or Department of State (DOS) risk mitigation guidelines.

• Replace existing doors with certified fire-rated assemblies, including fire-resistant hardware, panic bars, and door closers.

• Ensure compliance with U.S. and Spanish/European fire safety codes and accessibility standards.

• Maintain the existing aesthetic (look and feel) of the materials while upgrading to modern safety standards.

• Specific tasks include:

  • Ground Floor: Replace nine (9) wooden fire-rated doors (E12-60 C5 and E12-30 C5 models) in various areas including entrance halls, bedrooms, library, and restrooms.
  • Service Stairs: Replace three (3) fire-rated metal doors (E12-60 C5 model) on the ground and first floors.
  • Maintenance Access: Install one (1) fire-rated metal access door (E12-60 C5 model) in the ground floor ceiling.

• Repair, patch, and paint walls in intervened areas with fire-rated filler/plaster and fire-retardant paint.

• Dispose of and clean all debris from intervened areas.

• Site: U.S. Embassy Madrid, Spain.

• Project Start: Within 5 calendar days after receiving the Notice-to-Proceed (NTP).

• Total Project Completion: No later than 140 calendar days after Design approval, including final cleanup.

• Manufacture: 110 days.

• Installation: 30 days.

• Prior to Implementation:

  • Required site visit and survey for measurements and layout confirmation.
  • Obtain necessary permits from local authorities.
  • Submit a document submittal package including Product Data, Shop Drawings, and a Work Plan with CPM schedule.
  • Submit an Activity Hazard Analysis (AHA) with safety plan details, selection sample, and personnel list for approval.

• Implementation:

  • Provide a plan for area isolation and access restriction.
  • Protect existing facilities (wallpaper, floors, carpets) and relocate furniture as needed.
  • All new doors must be equipped with self-closing mechanisms and meet fire resistance standards (NFPA 80, EN 1634-1, CTE).
  • Doors in entrance halls must swing out in the direction of exit travel.
  • Install new green fire exit signs with battery backup on hallway exit doors.
  • All installation work must be performed by qualified professionals and certified.
  • Doors must be labeled with fire resistance rating and certification.

• Compliance:

  • Adhere to U.S. Standards (NFPA 80, NFPA 101, IBC) and Spain/European Union Standards (EN 1634-1, EN 1366-3, CTE).
  • Follow safety regulations, including those from the Corp of Engineers Safety Manual EM 385-1-1, if applicable.

• Post-Implementation:

  • Contractor site superintendent to review all activities with the COR.
  • Ensure the site is left clean and orderly.
  • Allow for testing and commissioning of the system.
