Solicitation / RFP / RFQ

• Liquidated Damages: 500 Euros for each calendar day of delay.

• Offerors must be technically qualified and financially responsible, with a business established in Spain, understanding of English, construction experience, necessary personnel/equipment, local licenses/permits, insurance, no adverse criminal record, no adverse political/business affiliation, and SAM.gov registration.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the work required to address deficiencies in fire safety codes and risk mitigation guidelines within the CMR (Chief of Mission Residence) at the U.S. Embassy Madrid. The project aims to upgrade fire-resistant assemblies, escape hardware, smoke and fire seals, and perform necessary finishing work to meet modern fire, safety, and accessibility standards.

• Apply fire-resistant insulation to the ceilings of the ground floor bedroom hall to isolate it for evacuation purposes.

• Repair ceilings affected by fireproofing application and repaint to match existing aesthetics.

• Construct fireproof walls from the top of the wall to the underside of the structural slab ceiling using fire-rated brick masonry or gypsum board.

• Seal all penetrations in walls and ceilings with fire-resistant materials to maintain fire barriers.

• Repair and restore false ceiling access points after fireproofing.

• Dispose of and clean all debris from the intervened areas.

• Location: Paseo de La Castellana, 48, Madrid, Spain.

• Project Start: Within five (5) calendar days after receiving the Notice-to-Proceed (NTP).

• Project Completion: No later than fifteen (15) calendar days after NTP. This includes final cleanup.

• Prior to Implementation: Site visit and survey, obtain necessary permits, submit a document submittal package including Product Data and Shop Drawings.

• During Implementation: Provide a plan for area isolation and access restriction, protect existing facilities, cover and protect finishes, remove and reinstall furniture and electrical/data installations as needed.

• Submittals: Pre-Construction Submittals (including Activity Hazard Analysis, Selection Sample, list of personnel) must be approved before work begins. A finalized Work Plan with a CPM schedule is required.

• Post-Implementation: Final cleaning, site left in clean and orderly appearance, allow for testing and commissioning.

• Reporting: Weekly Progress reports (if project duration exceeds one week).

• Adherence to EN 1366-3, NFPA 101, and Spanish Building Technical Code (CTE).

• Fire rating and sealing materials must have third-party certification (UL or equivalent).

• Compliance with US Army Corps of Engineers (ACOE) Safety and Health Requirements Manual (EM 385-1-1).

• Contractor must submit an Activity Hazard Analysis (AHA) with the bid.

• Use of wet methods where possible to reduce airborne dust and debris.

• Attachment A1-N1: Drawings showing the ground floor area to be intervened.

• Attachment A2-N1 & A2-N2: Pictures of areas to be intervened at the ground floor ceiling.
