The Defense Commissary Agency (DeCA) Sales Directorate is seeking potential sources and information in anticipation of a requirement to provide In-Store Seafood Market Resale Operations to include Roadshows for one Defense Commissary Agency (DeCA) location. DeCA commissaries are Government-owned and operated facilities designed to operate similar to commercial retail supermarkets, providing food items and other merchandise for resale to active-duty and retired military, and their families at a cost savings compared to the same or similar products sold in the commercial retail markets.


The Defense Commissary Agency is seeking qualified contractors for In-store Seafood Market Resale Operations to include Roadshows for one Defense Commissary Agency (DeCA) location at:
Texas DeCA Commissary Locations: Fort Bliss


Currently, the period of performance for the contract is projected to consist of a base period of 24 months and three 12-month option periods.


All seafood products will be procured only from Government approved sources. Approved sources are those approved by the U.S. Army Public Health Command (APHC) and posted on the APHC website.

Interested parties are invited to submit a written response letter on a company letterhead with the following required information:

g. Does your company currently hold or has your company previously held a government or commercial contract to provide services for a seafood market with seafood roadshows? If so, provide information for the similar government contracts/projects. Provide the following:
• Contract Number and Agency Name.
• Photographs of the seafood displays, if available
• Photos of any other seafood displays (government or commercial) performed in the past, if available
Provide a short statement or a description of past or current seafood (Government or Commercial) contract or service that shows the necessary skills to successfully perform to PWS standards (see attachment – PWS).


h. DeCA Commissaries are located on military installations. Your employees will need to be able to pass a background check to obtains a Government ID, will that process be an issue?


i. Can your company provide the sources and methods used for product distribution or delivery to the stores?


j. Will any of your seafood be sourced or processed in China?
