Statement of Work (SOW) / Performance Work Statement (PWS)

To provide instructional course design, development, maintenance, and faculty support for the U.S. Naval Community College (USNCC). This includes creating and maintaining online courses and community sites within the USNCC Learning Management System (LMS) to support the Navy's warfighting advantage and operational readiness.

• Design, develop, and maintain new and existing online asynchronous courses (credit and non-credit bearing), personalized competency-based courses, and modules covering Naval Studies and General Education topics.

• Design, develop, and maintain community sites for student orientation, faculty training, and online learning best practices.

• Provide ongoing maintenance, including routine upkeep of course sites, media, and content, and correction of missing or inaccurate content.

• Develop multimedia artifacts (videos, graphics, animations, simulations, games) and formative/summative assessments with aligned rubrics.

• Ensure all course content and materials meet WCAG 2.1 AA accessibility standards and incorporate Universal Design for Learning (UDL) principles.

• Provide helpdesk and technical support for faculty and students regarding the LMS, course access, and communication tools.

• Course design and development deliverables (e.g., Course Design Map, Syllabus, Multimedia Artifacts, Instructional Content, QA Report) must meet specific performance standards and achieve 100% acceptable quality levels, subject to government review and approval.

• Course/Community Sites Update & Maintenance deliverables (e.g., Contractor Audit and Stakeholder Feedback Report, Completed Task Checklist, QA Evaluation Report) must also meet specific performance standards and achieve 100% acceptable quality levels.

• Helpdesk & Technical Support performance is measured by the accuracy and timeliness of addressing support requests and ensuring all pages have current and valid tech support contact information.

• Period of Performance: One (1) 12-month base period with four (4) 12-month option periods, plus a 6-month extension of services.

• Place of Performance: All work will be performed in a virtual environment.

• Contractor personnel must possess substantive experience in developing online asynchronous and competency-based education (CBE) courses for accredited colleges and universities at the undergraduate level.

• Key staff require at least 5 years of instructional design experience, with 1-2 instructional designers holding a Master's in Instructional Design and relevant certifications.

• Contractor must comply with Federal Information Security Management Act (FISMA) and relevant NIST standards.

• Personnel security requirements include background investigations (NACI) and trustworthiness determinations.

• The contract type is Firm Fixed Price (FFP).

• No travel is required.

Request for Information (RFI)

This RFI is issued by NAVSUP Fleet Logistics Center Norfolk for market research to support potential future planning initiatives for the US Naval Community College (USNCC). The USNCC aims to provide naval-relevant education to enlisted servicemembers and requires support for instructional course design, maintenance, and faculty support for its Learning Management System (LMS).

• Requirement: Instructional Course Design and Maintenance, and Faculty support for USNCC.
• Scope: Development, maintenance, and support of new and existing courses and community sites within the USNCC LMS.
• Contract Type Anticipated: Firm-Fixed-Price (FFP).
• Period of Performance Anticipated: One 12-month base period with four 12-month option periods, plus a 6-month extension of services.
• NAICS Code Anticipated: 611710 - Educational Support Services.
• Security Requirement: Minimum Secret (S) security clearance required.
• Previous Support: This requirement may continue support previously provided under task order 24322624F0172.

• Capabilities Summary (3-page limit):

  • Cover Page (organization name, address, POC, UEI, CAGE code, etc.)
  • Demonstration of capability to transition and assume existing support.
  • Approach to familiarization with USNCC requirements and evaluation/enhancement of current products.
  • Strategy for developing future courses with design uniformity and LMS integration.
  • Estimated timeframes for familiarization and on-ramping.

• Personnel Qualifications: Address qualifications as per the PWS (licenses, credentials, skills, security clearance, education, experience).

• Security Clearance Information: As required.

• Past Performance: Up to 3 references, detailing prime/subcontractor role, work performed, outcomes, period of performance, and magnitude.
