Scope of Work
The requirement involves designing, developing, and maintaining new and existing online asynchronous courses (credit and non-credit bearing), personalized competency-based courses, and modules covering Naval Studies and General Education topics. This also includes creating and maintaining community sites for student orientation, faculty training, and online learning best practices. The contractor will be responsible for developing multimedia artifacts, ensuring WCAG 2.1 AA accessibility and Universal Design for Learning (UDL) principles, and providing helpdesk and technical support for faculty and students regarding the LMS.

Submission Requirements

- Capabilities Summary (3-page limit): Must include a cover page, demonstration of capability to transition and assume existing support, approach to familiarization with USNCC requirements, strategy for developing future courses, and estimated timeframes.
- Personnel Qualifications: Address qualifications as per the Performance Work Statement (PWS), including licenses, credentials, skills, security clearance, education, and experience.

- Past Performance: Up to 3 references, detailing prime/subcontractor role, work performed, outcomes, period of performance, and magnitude.
Special Requirements
Contractor personnel must possess substantive experience in developing online asynchronous and competency-based education (CBE) courses for accredited colleges and universities at the undergraduate level. Key staff require at least 5 years of instructional design experience, with 1-2 instructional designers holding a Master's in Instructional Design and relevant certifications. Compliance with Federal Information Security Management Act (FISMA) and relevant NIST standards is required, along with personnel security requirements including background investigations (NACI) and trustworthiness determinations. This requirement may continue support previously provided under task order 24322624F0172.
