This document is Amendment 0001 to Solicitation N6883626RS003. It modifies the solicitation by adding "RFP Questions and Responses" as an attachment. Additionally, it incorporates an addendum to FAR 52.212-1, "Instructions to Offerors - Commercial Products and Commercial Services," which provides further details on questions, historical data, submission requirements, and evaluation factors.

• Addendum to 52.212-1: This section has been modified to include instructions for submitting questions, historical data on the incumbent contractor, and detailed requirements for offer submission volumes (Price, Technical Approach, Past Performance, Contractor Responsibility).

• Evaluation Factors: The evaluation criteria have been updated. Technical capability will be evaluated on an acceptable/unacceptable basis. Past performance will be evaluated using a five-tier confidence assessment system. Price will be evaluated for completeness, accuracy, reasonableness, and total evaluated price, and will be considered in the overall best value tradeoff.

• Attachments: "RFP Questions and Responses" has been added.

• Questions: Offerors must submit questions via email to specified points of contact by a certain deadline.

• Offers: Offers must be submitted in PDF format by volume, with specific content requirements for each volume.

• Past Performance: Offerors must submit a maximum of three (3) past performance references. CPARS evaluations or completed Past Performance Questionnaires (PPQs) are acceptable. PPQs must be submitted directly to the Government points of contact.

• Evaluation: The evaluation criteria for technical approach, past performance, and price have been detailed, including specific subfactors and rating systems. Notably, the evaluation methodology for the relative importance of technical, past performance, and price has been revised to "approximately equal to price" due to funding changes in FY2026.

This document is Appendix B, a Past Performance Questionnaire (PPQ) for Solicitation N6883626RS003. It is used to gather feedback on a contractor's past performance.

• Section 1: Contract Identification: Details about the contract being reviewed (Contractor, Cage Code, Contract Number, Contract Type, Period of Performance, Costs, Description of Service).
• Section 2: Customer or Agency Identification: Information about the customer or agency receiving the services.
• Section 3: Evaluator Identification: Details of the individual completing the questionnaire.
• Section 4: Evaluation: A detailed rating scale (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, Not Applicable) for various aspects of contractor performance, including management, personnel, quality control, problem resolution, responsiveness, and subcontractor management. It also includes questions about cure notices, terminations, and whether the evaluator would award another contract to the company.

The responses will inform the government's assessment of a bidder's likelihood of success on the current opportunity. Bidders should be aware that their past performance will be evaluated using this type of instrument. The due date for responses is no later than the close of solicitation.

Solicitation / RFP / RFQ

This solicitation is for Instructor Support Services for the Naval Construction Training Center (NCTC) Gulfport, Mississippi. The services are required to support basic construction training for military personnel in the Army, Air Force, and Navy, as well as advanced training for Navy Seabee personnel. The scope includes providing qualified instructors to meet training requirements throughout the year.

• Provide qualified instructors for various construction training courses, including but not limited to:

  • Inter-Service Builder Apprentice Training (BU-A NAVY)
  • Steelworker Classes (A, Block 0, Block 1, and A-711-00XX)
  • Construction Project Estimating, Planning, Scheduling, and Execution
  • Concrete and Masonry, Structure Framing, Interior and Exterior Finishes
  • Heavy Construction I & II
  • Welding (various types), Metal Fabrication, Arc Welding, Gas Cutting and Welding
  • Equipment Operator training
  • Construction Inspector training
  • Electrical and Mechanical trades training

• A Training Master Scheduler is required to coordinate training, manage schedules, and serve as the primary point of contact.

• Instructors must meet specific qualifications, including relevant experience, certifications, and potentially Navy Enlisted Classifications (NECs).

• Provide on-site instructors for both classroom and field/lab environments.

• Contract Type: Firm-Fixed Priced Contract.
