Scope of Work

Submission & Evaluation
Offerors must submit proposals electronically via email to Ms. Yaynel Yambo and Mr. Robert Edwards. Submissions require revised technical proposals and a signed copy of all SF-30 amendments. Proposals are to be submitted in three volumes:

- Technical Approach: Limited to 25 pages, demonstrating understanding of requirements, staffing, and personnel qualifications.
- Past Performance: Limited to a maximum of three references within the past three years, submitted via CPARS or a Past Performance Questionnaire (PPQ).
Evaluation will consider Technical Approach, Past Performance, and Price. Technical capability will be evaluated on an acceptable/unacceptable basis. Technical and Past Performance are approximately equal to Price in the trade-off analysis, a change introduced by Amendment 0001. The Government will not evaluate price realism.
