Quick Summary
The Federal Emergency Management Agency (FEMA) is conducting market research through a Request for Information (RFI) for Insurance Verification and Data-Sharing Services for its Individual Assistance (IA) Program. This RFI seeks industry capabilities to validate insurance coverage for disaster survivors and facilitate survivor-permissioned digital data sharing with insurance carriers. Responses are due by March 4, 2026.
Scope of Work
FEMA is seeking information on services and technical solutions that can:
- Securely validate survivor insurance coverage for various policy types (homeowners, renters, flood, auto) using survivor-authorized data sharing, ensuring compliance to prevent duplication of benefits.
- Enable survivors to authenticate and link their insurance accounts to FEMA's Disaster Assistance Portal (DAP), allowing FEMA to receive verified insurance data directly from insurers.
- Integrate with FEMA's IA systems, including the Salesforce-based Individual Assistance Processing System, to support automated checks for duplication of benefits and underinsurance calculations.
- Ensure secure handling of Personally Identifiable Information (PII) and Sensitive PII (SPII), adhering to Federal privacy and security requirements.
