Integrated Commercial Intrusion Detection System-V (ICIDS-V) Sources Sought

Request for Information (RFI)

This RFI is issued by the Army Contracting Command – Aberdeen Proving Ground- Belvoir Division (ACC-APG Belvoir) on behalf of the Product Manager (PM) Force Protection Systems (FPS) to solicit industry feedback on Commercial Off the Shelf (COTS) technology for physical security capabilities for Army Installations. The goal is to identify existing or emerging technologies that can monitor the physical security of multiple, geographically separate installations from a central location. This RFI is for informational and planning purposes only and is not a request for proposal, quotation, or invitation for bid. It does not obligate the Government to a future acquisition approach or contract.

• Seeking COTS technology to provide physical security capabilities for Army Installations (CONUS and OCONUS).

• Technologies should be capable of monitoring multiple, geographically separate installations from a central regional hub.

• Physical security includes intrusion detection, entry control, and CCTV monitoring of protected areas.

• Central monitoring systems should execute command and control over physical security systems of multiple installations.

• Installations will have 20 to 1,000 protected areas or zones.

• A regional hub should monitor between 10 to 20 installations.

• Companies must be capable of adapting to OCONUS rules and regulations, including networking in Europe.

• Technologies should integrate with existing ICIDS and maintain a Closed Restricted Network Architecture.

• ICIDS-V system must have the capability to be centrally monitored through a NETCOM IS Secure Enclave.

• Compatibility with DAQ ICIDS technologies currently operating within the Army Physical Security Enterprise is required.

• Anticipated Period of Performance: 24 Months

• Responses are due by 1500 EST on 27 May 2026.

• Electronic responses should not exceed ten (10) pages (8.5" x 11", 12pt font for body text, 10-11pt for tables/graphics, Times New Roman, 1-inch margins).

• Include specific contact information, company size standard (NAICS 334290), company history, interest in prime contract, small business status, experience, and technical approach.

• Supporting documentation (up to two pages) is acceptable.

• Questions are due no later than seven (7) calendar days after RFI release, submitted via email.

• Not specified as a set-aside (Set Aside: N/A).

• This is a Sources Sought Announcement.

• No funds are available to pay for response preparation.

• Responses are voluntary and will not be returned.

• Proprietary information must be clearly marked.

• The Government may contact respondents for additional information.

• Annex A provides a diagram of ICIDS components.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Integrated Commercial Intrusion Detection System-V (ICIDS-V) hardware and software for multiple Military Installations to enhance intrusion detection capabilities for protecting Government assets and information.

• Installation of ICIDS-V Alarm Systems, integrating Contractor Furnished Equipment (CFE) and Government Furnished Property (GFP).

• Includes Engineering Support Test Laboratory (ESTL), Intrusion Detection System (IDS) Site Survey (SS), Site Specific Design (SSD), Site Preparation, Installation Materials, One Year Warranty, Operator/Systems Administrator/SCIF/Maintainer Training, and System Performance Verification (SPV) and Government Endurance Testing (ET).

• The system must be reliable, modular, scalable, and open architecture.

• Contractor is also responsible for maintenance and cybersecurity for ICIDS-III and ICIDS-IV lab systems.

• ICIDS-V will be delivered and installed within the Continental United States (CONUS).

• System performance must comply with contract requirements and System Performance Specification (SPS).

• Contractor shall implement reliability and maintainability programs.

• Cybersecurity requirements must be met, including obtaining a Department of Defense (DoD) system accreditation.

• Delivery and installation within CONUS.

• Specific fielding schedule is in Section J, Attachment 2.1.

• Delivery Orders (DOs) will be issued after contract award for specific installations.

• Contractor must establish and maintain an ICIDS ESTL.

• Compliance with security regulations, including NISPOM and DD Form 254.

• Personnel must have appropriate security clearances.

• Contractor must provide training for various roles (Operator, System Administrator, Maintainer, SCIF).

• Specific requirements for Unique Item Identification (UID) marking.

• Contractor must provide a one-year warranty including parts and labor.

• Adherence to health and safety regulations (OSHA).

• Cybersecurity requirements include obtaining system accreditation and compliance with RMF.
