• Core Library Functions: Cataloging (supporting various metadata types like MARC21, BIBFRAME), acquisitions (ERM tools for subscriptions, licenses, funds), circulation (patron management, holds, RFID integration), and user management.
• Discovery & Patron Experience: A robust discovery layer for all resource types, integrated knowledge base, customizable UI, API support, citation tool integration, and direct full-text linking.
• Data Management: Implementation and migration of approximately 170,000 bibliographic records (including eBooks and e-journals) from legacy systems.
• Analytics & Reporting: Comprehensive analytics for generating custom and canned reports on fulfillment, acquisitions, resource usage, and collection analysis.
• Secure Hosting: The solution must be hosted in a private cloud or SaaS environment and meet U.S. Government security requirements, including FedRAMP Authorization.
• Additional Features: CAC Authentication support, resource sharing/interlibrary loan, web-based training, and accessible system documentation.

Contract Details

• Contract Type: Purchase Order
• Period of Performance: A five-year service subscription from the award date.
• Place of Performance: Naval Research Laboratory, 4555 Overlook Ave. SW, Washington, D.C. 20375, and a cloud/SaaS environment.
• Set-Aside: No specific set-aside code is provided; however, eligibility provisions mention Indian organizations, Indian-owned economic enterprises, and Native Hawaiian small business concerns.

Submission & Evaluation

• Submission Deadline: February 13, 2026, at 6:00 PM EST. Questions are also due by this date.
• Submission Method: Quotations must be submitted electronically via email to the Point(s) of Contact.
• Evaluation Criteria: Award will be made on a Lowest Price, Technically Acceptable (LPTA) basis. Offerors must provide a technical description (maximum 10 pages) demonstrating compliance with the specifications in Attachment 1 (Statement of Work). Overall capability will be evaluated as Acceptable or Unacceptable.
• Required Deliverables (CDRLs): Bidders must account for six data items, including a Data Conversion Plan, weekly Data Migration Progress/Exception/Validation Reports, a daily UAT Issue Resolution Report, and a Final Implementation Report.
