Performance Work Statement (PWS)

This document outlines the requirements for Integrated Solid Waste Management (ISWM) services at Hill Air Force Base (HAFB) and Little Mountain Test Annex (LM).

• Provide all personnel, equipment, tools, transportation, and materials necessary for ISWM and municipal solid waste (MSW) collection and recycling services.

• Services include collection and disposal of MSW, food waste, and recyclables.

• Specific tasks include scheduled collections, unscheduled pickups, special event support, construction and demolition debris collection, container management (placement, cleaning, painting, repair), and vehicle weighing.

• Recycling processing involves sorting and direct sales of commodities.

• Services must be performed to contract standards, local, state, and federal regulations, and international agreements.

• Focus on safety, sanitation, and customer service.

• Performance objectives are measured monthly, with specific thresholds for customer complaints and deficiencies.

• Services are to be performed at Hill Air Force Base (HAFB) and Little Mountain Test Annex (LM), Utah.

• The PWS covers the basic year and any executed option years, including extensions per FAR Clause 52.217-8.

• Contractor must provide lock bars on specific trash and recycling containers.

• Contractor must establish initial vehicle routes and collection schedules.

• Detailed reporting requirements for monthly invoices, landfill tickets, and commodity sales are included.

• Safety and health requirements, including OSHA compliance and a contractor-developed safety plan, are mandatory.

Sources Sought / Synopsis

This document is a Sources Sought Synopsis, not a solicitation, to conduct market research. The government aims to determine if responsible sources exist for Integrated Solid Waste Management services and to assess if the effort can be competitive or set aside for small businesses. The findings will inform the acquisition strategy.

• Size Standard: $47,000,000.00

• Interested Small Businesses: The government is interested in responses from all small businesses, including 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.

• The government is seeking industry capability to provide Integrated Solid Waste Management services as described in the attached draft Performance Work Statement (PWS).

Respondents should provide:
