The Government seeks to lease equipment meeting specific salient characteristics for a 90-day period. The system must provide secure, survivable communication capabilities, including:
- EMP Survivability: Ensuring "Day Zero" communication in extreme environments, requiring HEMP hardening (MIL-STD-188-125).
- Edge Intelligence: Utilizing Micro-Data Centers (MDC) for edge computing and low latency, reducing bandwidth dependency.
- Rapid Deployment: The system must be deployable and operational within minutes.
- Autonomous Core: Capable of operating independently of global internet or SATCOM.
Key Technical Requirements & Clarifications
- Connectivity: The "Hub" serves as the main communications node, with Private 5G acting as a trunk. Authentication is certificate-based.
- Edge Autonomy: The system must maintain current autonomy levels, similar to WIN-T, for reach back to DODIN enterprise services.
- Integration: A single integrated solution is preferred, automatically converting voice to encrypted VOIP over available transports (PLEO, cellular) with transparent crossbanding.
- Survivability: Network performance will be evaluated on automatic assessment and failover between multiple transports.
- User/Coverage: Anticipate 131 concurrent users within a 1km radius for the BDE MCP (Dispersed).
- Form Factor: The "Hub" should fit in a JLTV bed, be concealable, movable by hand, and liftable by two men. Dispersed nodes must be soldier-portable. An integrated EMP-hardened enclosure is preferred.
- Additional Connectivity: Integration with LEO/Starlink is desired.
Cybersecurity Compliance
The system must align with Army cybersecurity standards, focusing on a Zero Trust Architecture (ZTA) for "disconnected, intermittent, and limited" (DIL) environments. Key compliance areas include:
