Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive operational intelligence integration and data-centric support to the Data Capabilities Division (DCD) and its diverse customer base, enabling intelligence consumers to discover, access, and share relevant Intelligence Community (IC) reporting across networks.

This PWS outlines six specific task areas:

• Task Area 1: DCD Cross Domain Solutions and Digital Content Management

• Task Area 2: DCD Data, Messaging, Systems Integration and Trex Support

• Task Area 3: DCD Operations Support

• Task Area 4: DCD Access Management

• Task Area 5: Information Technology Support

• Period of Performance: 12-month base period with four 12-month option periods.

• Places of Performance: INSCOM Nolan Building, Fort Belvoir, VA; Ft. Eisenhower, GA; Ft. Liberty, NC; Joint Base Lewis-McChord, WA; and Ft. Huachuca, AZ. Continuity of Operations (COOP) plans may require relocation.

• Personnel Manning: Minimum of 2 contractor personnel on shift at all times for Data Transfer Agent (DTA) operations. 3-person manual review required if automated screening tool is degraded.

• Hours of Operations: Core hours are 0900-1500, Monday-Friday, with an 8-hour workday. Services may be required outside core hours with COR approval.

• Tactical Timeliness: Critical ability to provide services and support within 24-48 hours.

• Security: TOP SECRET security clearance required. Personnel must maintain TOP SECRET/SCI clearance with Special Background Investigation (SBI) and attain specific access levels (SI-G, TK, KLM-R, HCS, NATO SECRET). Counterintelligence (CI) polygraph examination required for select personnel.

• Training: Mandatory training includes Cyber Awareness, Information Assurance, Intelligence Oversight, Information Security, OPSEC, Classification Marking, Threat Awareness, and Data Transfer Agent (DTA) training.

• Program Management: Requires a contract manager and alternate, comprehensive program management, financial reporting, and a live web-based Financial and Resource Management (FRM) Dashboard.

• Quality Assurance: Contractor must develop and maintain an effective quality control program and submit an initial draft Quality Control Plan (QCP) within 5 business days of contract award.

• Travel: Contractor travel may be required and will be pre-approved by the COR. Up to 25% of assigned time may involve travel.

• Deliverables: Numerous Contract Data Requirements List (CDRL) items are specified, including trip reports, quality control plans, transition plans, and various SOPs.

• Instructions Tab: Details how offerors must complete the spreadsheet. Key instructions include:
  • The contract type is Firm Fixed Price (FFP) with Level of Effort (LOE) and Cost Reimbursable CLINs for Other Direct Costs (ODCs).
  • Offerors must only manipulate cells highlighted in yellow, unless mathematically derived or explicitly authorized.

• ODCs Tab: Lists government-provided plug numbers for Travel and Materials, and allows for the input of ODC burden rates.
• Contract Rates Tab: Summarizes proposed FBLRs, auto-populated from the Period of Performance tab. No input is required here.
• Hours Sheet Tab: Summarizes proposed hours, auto-populated from the Period of Performance tab. No input is required here.

This pricing model is critical for bidders to accurately formulate and submit their proposals. Offerors must carefully follow the instructions to ensure their pricing is correctly entered and that their proposal is not rejected. The model outlines the structure for labor, ODCs (materials and travel), and includes provisions for FAR 52.217-8. Bidders need to input their labor rates and ODC burden rates in the designated yellow cells.

Solicitation / RFP / RFQ

• A013: DCD Messaging Services Requirements Documentation: Document requirements quarterly for review by the government lead.
• A014: DCD Training Curriculum: Develop curriculum 30 calendar days prior to training, covering DCD functions and services.
• A015: DCD Student After Action Report: Maintain training records and conduct yearly roll-ups of training attendance, gaps, and improvements.
• A016: Trip Report: Submit reports within five business days of travel completion for site visits to partner organizations.
• A017: DCD Branded Materials Development: Prepare and maintain branded materials upon request.

• A024: Lifecycle Project Status Reports: Provide project status reports at all stages of the project lifecycle as required.
