To provide comprehensive operational intelligence integration and data-centric support to the Data Capabilities Division (DCD) and its diverse customer base, enabling intelligence consumers to discover, access, and share relevant Intelligence Community (IC) reporting across networks.

• Support the Army Intelligence Security Enterprise (AISE) through software solutions for all-source intelligence analysis and production.

• Provide core services including cross-domain solutions, secure network access, data management, systems integration, and access to intelligence reporting.

• Support the Army's intelligence program of record and designated intelligence applications within the Next Generation Command and Control (NGC2) framework.

• Establish data protocols for NGC2, including AI integration, Mobile Training Teams (MTTs), data governance, exercise systems integration, cybersecurity, cloud engineering, and help desk operations.

• The scope is divided into six task areas: DCD Cross Domain Solutions and Digital Content Management, DCD Data, Messaging, Systems Integration and Trex Support, DCD Operations Support, DCD Access Management, and Information Technology Support.

• Minimum manning of 2 contractor personnel on shift at all times for Data Transfer Agent (DTA) operations, with a 3-person manual review required if automated screening tools degrade.

• Services provided during core hours (0900-1500) unless otherwise directed.

• Tactical timeliness is critical, with services and support required on short notice (24-48 hours).

• Maintain 99% system availability rate for IT functions.

• Ensure 100% of services and products undergo a comprehensive quality assurance and quality control process.

• Unstructured intelligence products transferred across networks every 6 hours, 7 days a week.

• Process Tearlines within 2 hours of receipt/entering the processing queue.

• Monitor MPS on all networks every hour and report technical issues within 3 hours.

• Record all cross-domain data transfers in the ADAM log immediately and accurately.

• No UDCI violations.

• Period of Performance: 12-month base period with four 12-month option periods.

• Places of Performance: INSCOM Nolan Building, Fort Belvoir, VA; Ft. Eisenhower, GA; Ft. Liberty, NC; Joint Base Lewis-McChord, WA; and Ft. Huachuca, AZ.

• Continuity of Operations (COOP) plan execution, potentially requiring relocation of contractor personnel.

• Contractor personnel must possess appropriate security clearances (TOP SECRET/SCI with SBI, and ability to attain SI-G, TK, KLM-R, HCS, NATO SECRET access).

• Counterintelligence (CI) polygraph examination required for select personnel.

• Compliance with National Industrial Security Program Operations Manual, DoD 5220.22-M.

• Mandatory training requirements including DoD Cyber Awareness Challenge, Information Assurance, Intelligence Oversight, OPSEC, AT Level I, and Data Transfer Agent training.

• Contractor shall provide a contract manager and alternate at no direct labor cost.

• Extended Work Week (EWW) requires COR approval.

• Vacancies must be backfilled within 11 working days and permanently filled within 30 calendar days.

• Contractor employees must identify themselves as contractors in situations where their status is not obvious.

• Compliance with applicable laws and regulations of the host country and military rules.

• Travel may be required, with pre-approval by COR. A valid U.S. unrestricted passport is required for OCONUS travel.

• Develop and maintain an OPSEC Standing Operating Procedure (SOP)/Plan.

• Contractor shall destroy all sensitive program material at contract completion.

• Compliance with FAR 52.204-2, Security Requirements, and DoD 5220.22-M.

• Courier responsibilities for transporting classified information.

• Post Award Conference/Quarterly Progress Meetings required.
