Purpose & Scope
The IGoR program aims to revolutionize biomedical research by eliminating longstanding inefficiencies and accelerating knowledge creation by at least 10x. The program will develop four core components:
- Mechanistic disease models encoding causal biological relationships (TA1).
- An AI orchestration layer to identify knowledge gaps and design optimal experiments (TA2).
- A layered protocol architecture for reproducible experiment execution (TA3).
- A distributed marketplace of validated laboratories for standardized protocols and gold-standard data (TA4). These components will form a continuous cycle of hypothesis generation, experimentation, and model refinement. The program is structured into three phases over five years.

Important Notes for Bidders
Bidders must formulate proposals that address all four Technical Areas (TA1-TA4) as outlined in Appendix A. Comprehensive instructions for Solution Summary format (Appendix B), proposal format (Appendix C, C.1-C.4), and administrative/national policy requirements (Appendix D) are provided and must be strictly followed. ARPA-H will not reimburse for response costs, and resource sharing is encouraged. Compliance with all policy requirements, including those related to Organizational Conflicts of Interest (OCI), Research Security, and Intellectual Property (IP), is critical.
