FHWA seeks to determine industry capability for developing, maintaining, and supporting ITS multimodal standards, including evolving existing content and developing new standards. The goal is to integrate emerging technologies into a vendor-neutral ITS architecture.

Key Requirements / Deliverables

The contractor will be responsible for:

  • Developing and maintaining non-proprietary standards using a rigorous systems engineering process.
  • Leading consensus and stakeholder management through a transparent process.
  • Overseeing technical validation and verification of standards.
  • Strategically coordinating standards development with R&D and operational tests.

Objectives

Primary objective: Develop, maintain, update, and promote multimodal ITS standards. Secondary objective: Support the deployment of multimodal ITS through industry consensus-based standards. Focus areas include Complete Trips, Complete Streets & Path Continuity, Digital Curb Interfaces, Multimodal Service Integration, and Center-to-Center (C2C)/Center-to-Traveler (C2T) Communications.

Required Capabilities

Respondents must demonstrate capabilities in:

  • Managing multiple task orders under an IDIQ-style contract.
  • Strategic Planning, Financial Control, Process Governance, and Improvement.
  • Lifecycle Expertise (waterfall and agile models).
  • Pre-Standardization Engineering and Architecture Alignment.
  • Maintenance & Evolution of standards, including Change Request processes.
  • Verification & Static Analysis, Cybersecurity & Privacy, Field Evaluation, and Certification Frameworks.
  • Consensus Mediation, Public Sector Support, and Collaborative Management.
  • Developer Support, Education & Outreach, and Marketing & Dissemination.
  • Knowledge in specific ITS areas like Digital Curb Management, V2X, Complete Trips, C2C/C2T interfaces, and multimodal mobility services.
