The Great Plains Area (GPA) Indian Health Service (IHS) Division of Acquisition Management hereby submits a Intent Notice to award a Sole Source, Firm Fixed Price, Non-Personal, Commercial Service Purchase Order for an Areawide License Renewal, Software Support, and Connectivity Agreement for the Laboratory Information System (Instrument Manager) located within various GPA IHS hospitals and clinics. 

1. Authority: FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 41 U.S.C. 3304 (a)(1).

2. Reason for Sole Source: The middleware that facilitates communications between the laboratory analyzers and the Resource and Patient Management System (RPMS)/Electronic Health Record (EHR) medical software and this contract will provide the licenses necessary to use the software. 

3. Period of Performance: Date of award plus one year.

The synopsis doesn not constitute a soliciation, however, if any interested parties beleive they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convinicing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
