This is a notice of intent to award a sole-source, firm-fixed-price contract to Monaco Enterprises, Inc., located in Spokane, WA.
The120th Airlift Wing has a requirement for the procurement and installation of equipment to upgrade the existing Monaco D-21 Fire Alarm Control systems installed base-wide at the 120th Airlift Wing, Great Falls, MT. The required supplies and services include, but are not limited to, proprietary Monaco D-21 system components, hardware, software, and the necessary factory-certified technical labor for installation, programming, testing, and commissioning to ensure a fully functional and compliant system.
The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Market research has confirmed that Monaco Enterprises, Inc. is the original equipment manufacturer (OEM) and the sole provider of the proprietary D-21 fire alarm system. The existing infrastructure at the 120th Airlift Wing is comprised entirely of Monaco D-21 systems. The hardware components, system software, and programming tools required for maintenance and upgrades are proprietary to Monaco Enterprises, Inc. Furthermore, only Monaco-employed technicians are factory-trained and certified to install, program, and service these systems. Use of any other equipment would require the complete and cost-prohibitive replacement of the entire fire alarm infrastructure to maintain system integrity and UL certification. Therefore, Monaco Enterprises, Inc. is the only source capable of meeting this requirement without causing unacceptable delays and substantial duplication of cost that would not be recovered through competition.
This notice of intent is not a request for competitive proposals or quotations. However, all responsible sources may submit a capability statement demonstrating their ability to provide the required supplies and services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties must submit a capability statement in writing to the contracting office by 8:00 AM Mountain Standard Time on 26 January 2026. The statement must provide clear and convincing evidence that the respondent has the necessary technical expertise, proprietary data, and certifications to meet the Government's requirement as described herein. The capability statement must include, at a minimum:

Evidence of ability to provide UL 864 Listed components that are 100% compatible and interoperable with the existing Monaco D-21 system.

Proof that technical staff possess current factory certifications from Monaco Enterprises, Inc. to perform installation and programming on D-21 systems.
