Scope of Work
The contractor will support AFRL in designing additions and/or modifications to existing Lab Demo initiatives, including employee assessment and compensation, broadbanding, position classification, and the Contribution-based Compensation System (CCS). Key tasks involve analyzing Lab Demo results, workforce impact, cost studies, and initiative effectiveness, documenting findings in reports and briefings. Additional support includes meeting, legislative, technical, training, and policy analysis; software/database design, revisions, testing, training, and user support; and re-certification and accreditation for the AFRL C2S2 software.
Submission Requirements
Interested parties must submit a capabilities package (maximum 10 pages, single-spaced, searchable PDF) detailing company information (name, address, point of contact, CAGE code, website, small business status based on NAICS code 541511). Submissions must confirm the firm has an adequate accounting system for cost-type contracts and demonstrate capability to perform at least 50% of the labor as a prime contractor. Specific examples are required for PWS areas such as Data Analysis, Administrative Support, C2S2 Maintenance, and Software Maintenance. Bidders must also describe technical skills in Oracle, Sun Solaris/Linux, Web Development, Excel/VBA programming, SAS modules, statistical procedures, and Microsoft Office Suite.
