Intent to Award Sole/Single Source - Equipment Calibration and Services

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual preventative maintenance (PM) visits, including repairs, calibrations, and servicing, for multiple presses, a load frame, and a Triaxial system located at AFRL/RWTE, Eglin AFB. The services must meet ASTM accreditation standards to ensure continuous and safe operation. An additional service visit is included annually for repairs and recalibrations of equipment that fails between PM visits.

• Annual PM Visits: Perform repairs, calibrations, and routine maintenance on specified equipment.

• Equipment Covered: Landmark 100kip Model 370.50 press, Criterion Model C43-504 presses, MTS Exceed 42 load frame, Landmark 500kip Model 311.41 press, and Triaxial system.

• Specific Services: Includes Axial Force Calibration, Speed & Displacement calibration, Routine Maintenance (e.g., HPU, frame maintenance), LVDT/TEMPO Displacement Transducer Calibration, COD Gage Calibration, and filter/seal kit replacement.

• Additional Repair Visit: Address equipment failures occurring between annual PM visits.

• On-Site Service: All work will be conducted on-site at AFRL/RWTE, Eglin AFB, unless an exemption is granted.

• Calibrations must meet ASTM accredited standards.

• Repairs must ensure equipment operates safely and within specifications.

• Routine maintenance should allow for continued operation.

• Parts/equipment needing replacement or repair during routine maintenance must be identified within 95% of the time.

• A quality control plan must be developed and implemented.

• Location: AFRL/RWTE complex, Eglin AFB, Florida.

• Frequency: Annual Preventative Maintenance visits, with an additional repair visit as needed.

• Personnel: All repairs, calibrations, and maintenance must be conducted by qualified personnel.

• Parts/Equipment: Contractor provides all necessary parts and equipment for repairs and calibrations. A $2500 parts fund is available for replacement parts during PM visits; larger purchases require government approval.

• Government Furnished Property/Services: None specified.

• Quality Control: Contractor must develop and implement quality control procedures. Government will periodically evaluate performance.

Justification for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for services related to the calibration, maintenance, and repair of specific equipment used by the Air Force Research Laboratory (AFRL/RWTE) at Eglin AFB. The equipment includes Landmark Model 370.50 press, Criterion Model C43-504 presses, Landmark Model 311.41 press, Exceed Model E42 load frame, and a Triax system.

• Annual calibration and certification for sample production presses.

• Periodic calibration for material characterization equipment (load frame and Triax system).

• One primary service visit per year for all systems.

• One emergency repair visit per year.

• A $2,500 annual fund for repair parts.

• All services must achieve ASTM accreditation.

• Services to be performed on-site at Eglin AFB, FL, during standard business hours, unless otherwise agreed.

• Proposed period of performance: one-year base period with two, one-year option periods.

• The contractor shall provide all parts, tools, supplies, equipment, and labor.

This document is a justification for a sole-source award, not a solicitation. Market research was conducted, including internet searches, industry engagement, and a Sources Sought notice on SAM.gov. Responses were limited, and only MTS Systems Corporation demonstrated the capability to meet the requirements without unacceptable risk or delay.

This justification is for other than full and open competition, citing 10 U.S.C. 3204(a)(1) as the statutory authority, as only one responsible source (MTS Systems Corporation) can satisfy the agency's requirements.

• MTS Systems Corporation is identified as the incumbent contractor and the only vendor with the proprietary parts, specialized labor, and experience necessary.
• Awarding to any other source would result in unacceptable risk and mission delays.
• The government will continuously monitor market conditions for future opportunities to foster competition.
