Purpose & Scope
ACC-APG seeks to acquire a comprehensive CNC equipment solution to enable the domestic manufacturing of essential sUAS motor components, including rotor caps, rotor sleeves, motor bases, motor shafts, and thrust washers. This acquisition aims to enhance the U.S. Army's self-sufficiency in critical defense technologies.
Required Equipment
The contract will procure specific Eurotech CNC machinery and associated equipment:
- (16) Eurotech BMX45-SY2 Rapido CNC Turning Centers
- (4) Eurotech Kobra 20SLY-X Swiss Lathes
- Associated bar feeders (LNS Alpha 552 & FMB Mini Mag), high-pressure coolant systems, mist collectors, and parts collectors.
Sole Source Justification
The Government has determined that only Eurotech CNC machinery provided by Alta Enterprises Inc. can meet the requirements due to:
- Substantial Duplication of Costs: An estimated $3,137,000 in unrecoverable duplicated costs over five years would be incurred if an alternative source were used, including retraining, implementation delays, and recurring costs for managing a mixed-brand fleet.
- Fleet Commonality: Tobyhanna Army Depot (TYAD) currently operates an established fleet of Eurotech CNC machines. Deviating from this brand would create operational inefficiencies and increase maintenance and sustainment burdens.
- Technical Superiority and Facility Constraints: Market research indicates Eurotech's advanced automation requires fewer machines to achieve production capacity. Alternative solutions would demand more machines and an additional 1,000 sq. ft. of facility space, exceeding the Depot's available footprint.
- Cybersecurity Compliance: Eurotech is committed to a "Vendor STIG Development Process" through the DISA Cyber Exchange. Selecting a new vendor would necessitate restarting the entire security vetting and compliance development process.
