Quick Summary
The Department of the Navy's Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) has issued a Special Notice indicating its intent to award a sole-source, firm fixed-price contract to Johnson Controls LLC. This contract is for inspections and condition assessment of the No. 4 Air Conditioning Plant 225-ton Capacity Hermetic, R-114 Compressor (No. 4 R114 Plant) at Silverdale, WA. This is an 8(a) Sole Source procurement. Interested parties may submit documentation demonstrating their capabilities to satisfy the requirements by February 27, 2026, 12:00 PM PST.
Opportunity Details
This notice is an Intent to Sole Source and not a request for competitive quotes. PSNS & IMF requires an Original Equipment Manufacturer (OEM) to perform inspections and provide a condition assessment for the No. 4 R114 Plant, which has been out of service. The rationale for the sole-source award to Johnson Controls LLC is that all components and parts of the plant are proprietary to the OEM. The government's determination not to compete this requirement, based on responses to this notice, is solely at its discretion.
Scope of Work
The scope of work, detailed in the Statement of Work (SOW), includes:
- Conducting inspections and providing a condition assessment for the No. 4 R114 Plant according to OEM standards.
- Identifying all necessary repairs.
- Providing all necessary tools, parts, test equipment, consumables (including hazardous materials), personnel, labor, technical expertise, and Personnel Protection Equipment (PPE).
- Complying with OEM specifications for inspection and condition assessment, and cleanliness requirements (UIPI 0505-908B, Change 3).
- Submitting a Completion Report (CDRL A001) of inspection results within five days of completion.
- Providing a Contractor Furnished Material Report (CDRL A002) detailing any missing or damaged parts within five days of inspection completion.
- Providing a complete set of consumables for reassembly, including any disturbed gaskets or seals.
