Opportunity Details

Challenge Process & Requirements
All sources may submit a capability statement or quotation. However, due to the Republic of Korea (ROK)–United States (U.S.) Status of Forces Agreement (SOFA), the U.S. Government cannot grant Invited Contractor or Technical Representative status. Therefore, all interested sources, including U.S. firms, must already possess or be able to obtain the required ROK business licenses and comply with all applicable ROK laws (labor, taxation, immigration).
To challenge the sole-source nature, interested parties must submit an interest letter (email acceptable) along with a capability statement. This submission must demonstrate technical expertise, certifications, and authorization to compete, providing clear and convincing evidence that competition would be advantageous to the Government and would not result in cost or schedule impacts. The Government will evaluate all information received to determine if a competitive procurement is appropriate. This notice is not a request for quotations, proposals, or bids.
