Purpose & Scope
This notice justifies the FBI's decision to procure support services for the existing Alerton Building Automation System at the JEH FBI Building through other than full and open competition. The requirement is for a comprehensive maintenance contract, spanning one base year and four option years, due to the proprietary nature of the Alerton system and the exclusive availability of specialized support from Albireo Energy, identified as the sole authorized provider in the Washington D.C. area.
Key Requirements
The selected contractor will provide:
- All parts, labor, 24/7 technical support, and training for the JEH FBI Building Alerton BAS.
- Account management, technical support (including emergency onsite response), software maintenance, data protection, preventive maintenance, repair, and hardware replacement.
- Periodic network maintenance, system performance updates, and upgrades.
- Operator coaching for system upgrades.
Contract Details
- Contract Type: Firm Fixed Price.
- Period of Performance: One (1) base year (August 1, 2026 - July 31, 2027) plus four (4) one-year option periods, extending through July 31, 2031.
- Set-Aside: Sole Source Acquisition.
- Security Requirement: The service provider must possess a Top Secret Clearance and DD-254 documentation to access FBI information technology systems.
