The purpose of this special notice is to comply with FAR 5.203(a), "An agency must transmit a notice of proposed contract action to the GPE (see 5.201). All publicizing and response times are calculated based on the date of publication. The publication date is the date the notice appears on the GPE. The notice must be published at least 15 days before issuance of a solicitation, or a proposed contract action the Government intends to solicit and negotiate with only one source under the authority of 6.302, except that, for acquisitions of commercial products or commercial services".
The Government intends to issue a sole source solicitation for Centralized Access for Data Exchange (CAFDEX) Management Direct Support Services to support the ANG A4's Flying Hour Program and Weapon Sustainment Support mission. The Government intends to execute the action in accordance with FAR 8 ordering procedures. The Air National Guard has been leveraging this platform for an extended period of time and intends to continue to do so for a limited period while the Air Force owned software platform is developed. Without the immediate availability of this off-the-shelf capability, the ANG would not be able to meet the reporting suspense set by HAF, which directly impacts the ANG’s Planning, Programming, Budgeting, and Execution (PPBE) process. If HAF timelines and suspense’s are not met, flying hours and dollars are at risk for reduction and reallocation to other commands.
