Purpose & Scope
This Special Notice serves as a synopsis and intent to sole source for EMI testing services on the CAPRE Secure Memory Load Verifier (SLMV)'s new Network Interface Module (NIM). The requirement is to conduct a full EMI test on a production-representative NIM unit with an updated circuit board layout to certify the final production design for fielding. The Government does not possess the necessary information or data to replicate this service from any source other than the OEM.
Justification for Sole Source
The acquisition is restricted to Engineered Test Systems (ETS) because they performed the initial EMI qualification testing and possess unparalleled understanding of the NIM's design and sensitivities. ETS has the original, validated test plan and can ensure continuity of testing methodology and data integrity. Engaging a new contractor would introduce unacceptable delays, technical/schedule risks, and potentially cause loss of funds, as the effort must be completed by the end of FY26 (Q3 FY26).

This is not a request for competitive proposals. However, all responsible sources may identify their interest and provide capability statements in response to this notice. Responses received within 7 calendar days after the publication date will be considered. A determination by the Government not to compete is solely at their discretion. Approval of technical capabilities to provide the service is required, and AFSC PZIEA will not delay award while Source Approval is pending.
