The purpose of this acquisition is to provide funding and support for the outfitting and transition of the new 9-level SRLM Wing, which is part of the Clinical Research Center (CRC) on the Bethesda campus. The new wing, including laboratories for NCI, Interventional Radiology, and NHLBI Catheterization Lab, is slated for occupancy in Spring 2029. The consultant will serve in a Project Executive role, acting as the primary point of contact for NIH CC Leadership, and provide consulting services to evaluate and define transition requirements, develop relocation recommendations, and analyze budget needs. Key tasks include document and data reviews, interviews, industry research, analysis of operating spaces, development of a Program Management Office (PMO), communication support, bi-weekly progress meetings, monthly status reports, and occasional project site visits.

Place of Performance
The majority of work will be performed virtually, with occasional project site visits to Bethesda, MD 20892. No dedicated office space will be provided, but contractors will have access to schedule NIH conference rooms.
Submission Requirements
This is NOT a Request for Proposal. All responsible sources capable of providing the required services may submit a capability statement via email to valerie.gregorio@nih.gov. The subject line must reference NOI-CC-26-003118. Capability statements should address experience in similar healthcare projects, understanding of federal acquisition regulations, communication skills, and cost competitiveness. Three references for similar size and scope projects are required. The Government reserves the discretion to not compete this requirement based on responses.
Special Requirements
Compliance with HHS/NIH security policies, including mandatory training, Non-Disclosure Agreements (NDAs), protection of sensitive information, and incident response protocols, is required. NIH badges will be necessary for campus access. Deliverables include a Task Order Management Plan, Bi-weekly Progress Meetings, and Monthly Status Reports.
