Statement of Work (SOW)

The National Institutes of Health (NIH) Clinical Center (CC) requires project management and consulting services to support the outfitting and transition of the Surgery Radiology, and Laboratory Medicine (SRLM) Wing. The goal is to ensure a seamless transition to the new wing, ready for occupancy in Spring 2029.

• Project Executive Role: Serve as the primary point of contact for NIH CC Leadership during construction, outfitting, and transition. Report to the CC Chief Operating Officer to ensure timely decision-making and resource planning.

• Consulting Services: Evaluate and define requirements for a seamless transition, develop recommendations for relocation, conduct analysis of budget requirements, and provide recommendations to CC CEO and COO.

• Key Tasks:

  • Conduct document and data reviews, interviews with key staff, and industry research.
  • Analyze existing operating spaces, identifying reusable and new equipment requirements.
  • Develop and oversee a Program Management Office for the project.
  • Support communication activities, including developing briefing materials and participating in stakeholder meetings.
  • Provide bi-weekly progress meetings and monthly status reports.
  • Conduct occasional project site visits.

• Period of Performance: 3 months from the date of award and clearance completion.

• Place of Performance: Majority of work to be performed virtually. Site visits are to be utilized as appropriate. No dedicated office space will be provided; contractors will have access to schedule NIH conference rooms.

• Contract Type: Fixed Price Contract.

• Security: Compliance with HHS/NIH security policies, including mandatory training, Non-Disclosure Agreements (NDAs), protection of sensitive information, and incident response protocols.

• Deliverables: Task Order Management Plan, Bi-weekly Progress Meetings, Monthly Status Reports.

• Evaluation Criteria: Experience in similar healthcare projects, understanding of federal acquisition regulations, communication skills, and cost competitiveness.

• References: Provide three references for similar size and scope projects.

• Badging: NIH badges will be required for campus access.
