Justification & Eligibility
Purdue University developed the existing course and possesses unique knowledge, instructional approach, training materials, cyber lab structure, and technical expertise. Awarding to another source would necessitate duplicating course development, validation, and reestablishing the instructional framework, leading to unacceptable delays, increased costs, and performance risk. Market research indicates that while off-the-shelf courses exist, they do not fully address the specific operational training needs of the USSF. The Government will continue market research for future competitive procurements.
