Quick Summary
The Department of the Air Force, specifically 355 CONS PK, has issued a Special Notice indicating its intent to sole source the procurement of CYPRES Automatic Activation Devices (AADs) and related items to SSK Military Industries, Inc. This action is justified under FAR 6.302-1 and FAR 13.106-1(b)(1) due to the proprietary nature of the equipment. Interested parties must submit capability statements by May 22, 2026.
Scope of Requirement
The 304 RQS is requesting the procurement of the following CYPRES AAD items:
- CLIN 0001: EC CYPRES-2 1-Pin Changeable - w/LTM
- CLIN 0002: EC CYPRES IR Remote
- CLIN 0003: EC CYPRES Data Collector
- CLIN 0004: Military EC CYPRES Operator Training Course - 1Day
These devices are critical for the Air Force Personnel Parachute Program (PPP) and are required to be on the Approved for Use List (AUL).
Contract & Timeline
- Type: Special Notice (Intent to Sole Source)
- Authority: FAR 6.302-1 (Sole Source), FAR 13.106-1(b)(1) (Single Source for Simplified Acquisition)
- Set-Aside: None
- Response Due: May 22, 2026, by 6:00 PM AZ time
- Published: May 18, 2026
- Place of Performance: Tucson, AZ
Justification for Sole Source
The government intends to procure these items from SSK Military Industries, Inc. because the CYPRES (ECC) AAD is a proprietary item manufactured exclusively by SSK Industries. It is approved for use under the Air Force PPP AUL, and its integration with certified parachute systems and proprietary technology means only AUL-approved devices are authorized. Substitution is not permitted without formal evaluation. Market research confirmed the proprietary nature and lack of authorized alternate manufacturers or equivalent items, making competition not feasible at this time. The government does not possess the necessary data to manufacture these items.
Action for Interested Parties
This is not a solicitation for quotes. However, all responsible sources may identify their interest and provide capability statements within 3 work days of the notice's publication (by May 22, 2026). Responses will be considered, but a determination by the Government not to compete is solely at its discretion. Approval of a new source is required, and the 355 CONS will not delay award while source approval is pending, as the time required for such approval is typically extensive.
