Statement of Objectives (SOO)

To add two additional classified access points to Building B693 and replace the existing maglock access control system to fully support the LeMay Center's intelligence, surveillance, and reconnaissance mission.

• Integrate four new doors into the current access control system, including supplying and installing all required components (door controllers, readers, power supplies, locking hardware, cabling, etc.).

• Ensure all doors are fully compatible and operational with the Access Expert platform.

• Install software and firmware for two doors.

• Install two recessed door strikes.

• Ensure all new and repaired components are seamlessly integrated with the existing Access Expert platform, including updating system configuration, access groups, and user credentials.

• Provide validation and testing to confirm full system functionality.

• All hardware and software must be compatible with Access Expert.

• Installer must be a Schneider Electric EcoXpert Certified Partner in access control.

• Provide certification documentation prior to commencing work.

• All work must comply with local building codes, electrical standards, and security requirements.

• Work to be conducted with minimal disruption to day-to-day operations.

• Building operating hours are 0730 – 1630 Monday through Friday, excluding Federal Holidays.

• Location: Building B693, Maxwell AFB, AL 36112.

• Contractor must be an authorized vendor to program Continuum Software components.

• Items must be brand new; refurbished items are not authorized.

• Contractor shall provide operator training and documentation for ACS administration.

• Contractor shall provide all Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products.

• Contractor shall provide written procedures, points of contact, and warranty service information prior to project acceptance.

• Contractor must comply with base access and security requirements, including obtaining base identification and vehicle passes, and adhering to REAL ID Act requirements. Specific security requirements for unclassified services are detailed, including contractor notification responsibilities, installation access, controlled/restricted areas, reporting, traffic laws, cellular phone policy, wireless electronic devices, and prohibitions on firearms and illegal weapons.

Solicitation / RFP / RFQ

This is a Notice of Intent to Award a Sole Source contract to Alabama Controls Inc. for the removal and replacement of Maxwell AFB's LeMay Center building security system. The procurement is under the authority of FAR 6.302-1(a)(2) and will utilize Simplified Acquisition Procedures (FAR Part 13) as a Firm-Fixed Price (FFP) contract. No written solicitation will be issued.

• Supply and install all required components for the building security system as detailed in the attached Statement of Objectives (SOO).

• Place of Performance: Maxwell AFB, AL.

• Contract Type: Firm-Fixed Price (FFP).

• Interested contractors capable of meeting the requirements outlined in the SOO are requested to submit their capability information.

• Submission Deadline: No later than March 11, 2026, 12:00 pm, Central Standard Time (CST).

• If no responsible, responsive offers are received by the deadline, a sole source contract will be issued to Alabama Controls, Inc.

• Contractors MUST BE REGISTERED and ACTIVE in the DoD Systems for Award Management (SAM) database at the time of quotation submission to be eligible for award.

• NAICS Code: 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing.

• Required information for submission includes: current capability demonstration, company name, point of contact, email, phone/fax numbers, business type and size, Cage Code, and UEI number.

• Oral submissions are not acceptable.
