Authority & Justification

The proposed action is under FAR 12.102(a). The Government has determined that UMASS SPORTS PROPERTIES is the only source capable of providing the required services due to their exclusive multimedia and advertising rights for UMass Lowell Athletics and its venues (Tsongas Center and Kennedy Family Athletic Complex). This exclusive control prevents any other vendor from providing the necessary in-venue signage, digital advertising, fan engagement, and integrated media advertising during live game broadcasts.

Response Procedures

This notice is an intent to sole source and does not constitute a request for competitive quotes. A formal solicitation is not available. However, all responsible sources who believe they can meet the Government's requirements may submit a capability statement. This statement must provide clear and convincing evidence of their ability to meet the requirements and include company name, physical address, point of contact, CAGE code, and Unique Entity Identifier (UEI) number. Responses will be used to determine if a competitive procurement is feasible in the future. The decision not to compete remains at the Government's discretion. All responses must be submitted electronically to the Contracting Officer by the response date.
