Intent to Sole Source:
The U.S. Army Corps of Engineers, Rock Island District (MVR), intends to procure major overhaul services for two (2) Caterpillar 3512B Marine Propulsion Engines, serial numbers 50Y01150 and 50Y01153, installed on the Motor Vessel (M/V) Bettendorf, on a sole source basis to Altorfer Inc.
This procurement is being conducted in accordance with 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.
The required overhaul must use Genuine Caterpillar Parts, both new and reman, and include the necessary labor, testing, and one-year Caterpillar parts warranty as required by the attached proposal.
The contractor shall provide:

Complete major overhaul of two CAT 3512B marine propulsion engines

All Genuine Caterpillar replacement parts (new or remanufactured)

Full disassembly, inspection, rebuild, installation, alignment, and testing

PAR testing after reinstallation

All labor, lifting equipment, and tooling needed for removal and reinstallation

One-year Caterpillar parts warranty
MVR intends to enter into a firm-fixed-price contract with Altorfer, Inc. The NAICS Code for this procurement is 811310 with a Business Size Standard of $12,500,000.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any business firm that believes it can meet the requirement may give writing notification to the Contracting Officer in the form of a capability statement. Supporting evidence shall be in sufficient detail that demonstrates the ability to comply with the requirements listed, and must be furnished to the point of contact listed below by Thursday, December 11, 2025 at 10:00 AM CST.
A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
MVR will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed. In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) (https://sam.gov/). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
