Intent to Sole Source: Midwave Multispectral Camera Lens

Statement of Work (SOW)

To acquire a high focal length, low f-number 200mm lens for the Air Force Institute of Technology (AFIT) Engineering and Physics Department (ENP) to support remote sensing research with a recently acquired fast midwave multispectral camera. The current optics do not meet the research requirements.

• Provide a calibrated radiometrically accurate infrared light spectrum.

• Primarily used to study, calibrate, and characterize DoD relevant spectral systems.

• 200 mm focal length

• f-number 2.5

• Spectral range 1.5-5 microns

• Bayonet mount

• Protective case for lens

• Calibration of lens camera combination, including delivery of calibration data in CSV format (spectral response curves).

• 2500 C calibration with appropriate ND filters.

• Shipping of the instrument to and from the facility for calibration.

• Minimum focal length of less than 5 meters.

• Products must be domestic or qualifying country end products per DFARS 252.225-7001.

• No later than 12 weeks after contract award.

• Delivery address: Air Force Institute of Technology (AFIT/ENP), ATTN: Gregory W Smith, 2950 Hobson Way, Wright-Patterson AFB, OH 45433-7765.

• Contractor is responsible for transportation, loading, unloading, storage, and onsite setup.

• Contractor Project Manager responsible for on-site coordination.

• AFIT is responsible for inspection and final acceptance.

• A Point of Contact (POC) will be identified in the final awarded contract.

• Minimum two-year warranty after receipt/acceptance, covering defects in material and workmanship.

• Includes parts and labor with return-to-factory freight costs.

• 100% payment after delivery and successful demonstration that the system meets requirements.

• Payment is net 30 basis after submission of a properly prepared invoice and final inspection/acceptance.

• Vehicles larger than a large pick-up truck require inspection at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG).

• Specific inspection procedures and exceptions are detailed, including requirements for driver information and gate usage for certain deliveries.

• Vehicles may be subject to random antiterrorism measures (RAM) inspections.
