Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Health (NIH) intends to procure the Octet® R2 system, system installation, onsite training, and biosensor transfer tools on a sole source basis from Sartorius. This is a Notice of Intent, not a request for proposal, for biomolecular detection equipment crucial for developing PET ligands. Capability statements from other responsible sources are due by June 2, 2026.
Scope of Work
The procurement includes the Octet® R2 system for label-free, real-time biomolecular detection, along with its installation, onsite training, and biosensor transfer tools. This system is essential for characterizing novel PET tracers, including antibodies, nanobodies, and fragments, to determine binding affinity and kinetics. It will enhance the laboratory's capabilities in identifying pathogen reservoirs and understanding pathophysiology.
Contract & Timeline
- Type: Special Notice (Notice of Intent to Sole Source)
- Vendor: Sartorius
- Estimated Cost: $110,025.83
- Set-Aside: None (Sole Source)
- Authority: 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1 (Only one responsible source)
- Place of Performance: Bethesda, MD 20892, United States
- Published Date: May 18, 2026
- Capability Statement Due: June 2, 2026, 12:00 PM Eastern Standard Time
Justification for Sole Source
The NIH justifies this sole source acquisition based on several factors:
- Sole Manufacturer: Sartorius is the exclusive manufacturer of the Octet® R2 system.
- Existing Infrastructure & Continuity: NIH currently uses an older Octet® K2 system from Sartorius, which is no longer supported. The R2 system ensures continuity of data and research methodologies.
- Unique Capabilities: The system provides critical real-time, label-free biomolecular detection capabilities necessary for the development of PET ligands to study pathogen reservoirs.
Action Items & Additional Information
This is not a Request for Proposal. However, all responsible sources capable of providing the required system may submit a capability statement via email to valerie.gregorio@nih.gov, referencing NOI-CC-OLAO-26-006156 in the subject line. The Government will consider all responses received by the closing date, but a determination not to compete remains solely at its discretion. An IT Security and Privacy Request Form is also attached, indicating potential security and privacy requirements for any vendor.
