Justification for Sole Source
Market research, including a Sources Sought Notice posted on February 28, 2026, concluded that Packing With Liz is the only responsible source capable of satisfying the agency’s minimum requirements. This is due to the unique combination of requirements: FAA Senior or Master Parachute Rigger certification, extensive experience with specialized military tandem and ram-air systems, a proven ability to meet a high-volume, high-tempo packing schedule, and the logistical flexibility to support a nationwide mission with 24-hour responsiveness.
