This notice announces Norfolk Naval Shipyard's (NNSY) intent to award a Firm Fixed Price (FFP) contract to ANTON PAAR USA, INC. for the preventive maintenance and calibration of a Density Meter DMA 4500 M. This procurement is for commercial items and is being processed under FAR Part 12 and FAR Part 13. The government believes only one responsible source is available to meet the agency's requirements.

• Deadline for submissions: January 30, 2026, at 8:00 AM EST.

• Capability statements should not exceed five (5) 8.5 x 11 inch pages, 1.5 spaced, and should be in bullet format.

• All responses must include Company Name, Company Address, Company Business Size, Company Cage Code, and Points-of-Contact (POC) information.

• The government will not pay for any information received.

• The government's determination not to open the requirement to competition is at its sole discretion.

• Not specified as a set-aside. All responsible sources may submit a quote.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for preventative maintenance, performance verification, support, and annual recertification of calibration for a Density Meter DMA 4500 M (Model: DMA 4500 M, Serial: 82296292) at the Mid-Atlantic Regional Materials Test Laboratory (MARMTL).

• Provide a service plan for preventative maintenance, performance verification, support, and annual recertification of the specified Density Meter.

• Services to be performed by an Anton Paar Certified Technician on-site at the MARMTL facility.

• All travel and labor costs are included in the service.

• After service, an itemized work order detailing inspection, preventative maintenance, verification/certification, and/or repair performed will be provided.

• If the instrument is found inoperative or fails to meet ASTM specifications, the Anton Paar technical representative shall perform repairs at no additional charge.

• If the instrument cannot be brought to established analytical specifications, a statement detailing problems will be provided.

• Additional parts, repairs, and labor/travel outside the scope of this specification will require an itemized quotation.

• A performance verification certificate will be provided after certification.

• The instrument must operate within its respective ASTM specification.

• Lab personnel will analyze an ASTM proficiency sample or QC sample to ensure proper operation.

• Period: Date of Award plus 364 days.

• Place: MARMTL facility, Norfolk Naval Shipyard (NNSY), Building 184, Room 367, Portsmouth VA 23709.

• NNSY Access: Contractors require a DBIDS card for NNSY access. This involves completing SECNAV 5512 forms, vetting by Commander Navy Region Mid-Atlantic (CNRMA), and being added to the “179-Day List.” Proof of U.S. Citizenship is required for Green NAVSEA access badges.

• Portable Electronic Devices (PEDs): Camera-enabled PEDs are authorized within the Controlled Industrial Area (CIA) and Security Islands. However, they remain unauthorized in Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs), and Open Storage Areas. All PEDs are prohibited in NWAs and Open Storage Areas. Unofficial photography, video, live streaming, and audio recordings are prohibited in NAVSEA spaces without approval.

• Submarine Specific PEDs: Use of PEDs on Department of Navy Submarines is prohibited.
