Scope of Work
The government requires extensive financial data, analytics, and research products, including but not limited to:
- S&P Index Data: For analyzing earnings trends and financial metrics, with historical data back to the 1970s.
- Legal Entity Identifiers (LEI) and other reference identification data for financial products.
- Due diligence databases: For monitoring company ownership, financial products, and compliance risk.
- Fundamental data and datasets: Including financial ratios and Key Performance Indicators (KPIs) for US and global firms, with at least two decades of historical data.
- Macroeconomic research and analysis data feed and analytics: Covering regional, global, asset, or sector bases.
- Integrated Quantitative Analytic Product Sets: For back testing and predictive modeling, with at least 10 years of history.
- Entity-centric quantitative data analytic product set: Integrating entity data, pricing, reference data, and derived analytics.
- Corporate Credit Data – Commentary and Analysis: Including daily analysis on the S&P/LSTA US Leveraged Loan 100 Index.
- Corporate and Company Profiles Transactions and SEC Filings: Databases compatible with CRSP and Compustat.
- Credit Rating Data from Nationally Recognized Statistical Rating Organizations (NRSROs) for US and Global Entities.
- Global Financial Instruments, Business Entity, and Industry Sector Cross Reference services.
- S&P CRSP/COMPUSTAT Merged Database and S&P's Ratings Xpress credit rating product.
- S&P Global Market Intelligence Enterprise License: For aggregated financial, regulatory, and market data on financial industry institutions.
Required data must be streamable, downloadable without caps, exportable to Excel, Mat Lab, and Python, and updated frequently. Terminal-based solutions are not acceptable.

Submission & Evaluation
This notice is not a solicitation, and responses will not be considered for direct contract award. TCSC will consider written responses demonstrating a vendor's capability to provide the requested products and services more advantageously to the Government. If no such response is received by the deadline, TCSC will proceed with a sole source award to S&P.
Qualified contractors must submit responses electronically to Purchasing@fiscal.treasury.gov, referencing SS-OFR-26-029. Submissions must include:
- Company name, location, contact information, and business size.
- UEI Number.
- Specific details of product(s) offered.
- Availability through a Government contract vehicle or Open Market.
- A brief capabilities statement (not exceeding 5 pages).
