This document is a Notice of Intent to Award a Sole Source contract to ON THE BRINK AFFIRMATION SERVICES LLC. The 42nd Contracting Squadron at Maxwell AFB, AL intends to procure guest speaker services for the First Sergeant Academy, focusing on First Sergeant Leadership & Self Care.

• Provide training to First Sergeant Academy students on Leadership modules, emphasizing personal, group, and organizational growth.

• Incorporate exchanges to enhance self-awareness of strengths and areas for improvement.

• Provide digital copies of course preparatory work, presentation materials, and workbooks.

• Provide digital presentation materials and portable student handouts reinforcing personality-based communication and productivity tools.

• The contractor must have experience as a Command Chief Master Sergeant and a First Sergeant for a minimum of 4 years, with extensive managerial experience over First Sergeants.

• The contractor must demonstrate a specific strength in addressing the stressors of a First Sergeant role and the importance of Self Care.

• Contract Type: Firm-Fixed Price (FFP)

• Authority: FAR 6.302-1 (Sole Source)

• Period of Performance: Base Year (02/23/26 – 02/22/27) with four Option Years.

• Place of Performance: Maxwell AFB, AL.

• NAICS Code: 611430 Professional and Management Development Training.

• No written solicitation will be issued.

• Interested parties capable of meeting the requirement must submit capabilities information via email.

• Required information includes: Company name, POC, email, phone, fax, business type/size, CAGE Code, and Unique ID Number.

• Submission Deadline: 3 February 2026 at 3:00 p.m. Central Time.

• If no responsible, responsive offers are received by the deadline, a sole source contract will be issued to ON THE BRINK AFFIRMATION SERVICES LLC.

• This is a sole source intent; however, other capable vendors are invited to respond.

• Contractors must be registered in SAM.gov.

• Contractors must be eligible to process invoices through Wide Area Workflow (WAWF).

• Information submitted will not be returned.

• Oral submissions are not acceptable.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide training to First Sergeant Academy (FSA) students at Maxwell AFB, Alabama, on leadership modules focusing on personal, group, and organizational growth and development as a First Sergeant. The training will incorporate personality-based communication and self-care tools to enhance self-awareness and address stressors critical to the First Sergeant role.

• Develop and deliver a two-hour instruction on First Sergeant leadership and self-care, to be presented across 7 scheduled training sessions annually.

• Incorporate exchanges to foster self-awareness of strengths and areas for improvement.

• Provide digital copies of course preparatory work, presentation materials, and workbooks, which the government may modify.

• Supply digital, intuitive style presentations and portable student handouts reinforcing personality-based communication and productivity tools.

• Ensure all provided digital materials are compatible with Air Force standard desktop configurations and networks.

• Contractor must be present starting February 2026.

• Digital student handouts due by February 23, 2026; any changes due at least 2 weeks prior to future sessions.

• Base Year: February 23, 2026 – February 22, 2027

• Option Years: Through February 22, 2031

• Place of Performance: First Sergeant Academy, Maxwell-Gunter AFB, AL, or an approved virtual platform.

• Contractor personnel must have experience serving in a First Sergeant functional role, including at least 4 years as a First Sergeant with managerial experience and oversight.

• Contractor must demonstrate expertise in linking First Sergeant stressors with the critical role of self-care.

• Contractor employees require base access and must comply with all security, force protection, and traffic regulations for Maxwell AFB/Gunter Annex.

• No CAC required for these unclassified services.

• Contractor must notify the contracting officer of employee details and performance locations within 30 days before on-base performance.
