Quick Summary
The Department of the Air Force, specifically the 48th Rescue Squadron (RQS), has issued a Special Notice indicating its Intent to Sole Source the procurement of a VALD Health Performance System to VALD Group Inc. This system is required for health performance assessment technologies to standardize equipment within the 48th RQS's Human Performance Optimization (HPO) program. While the government intends to negotiate with only one source under FAR 6.302-1, other responsible sources are invited to submit capability statements. Responses are due by March 31, 2026.
Purpose & Scope
The 48th RQS requires a fully integrated suite of VALD Health performance assessment technologies to measure human performance (strength, power, balance). This acquisition aims to standardize equipment, ensuring compatibility and interoperability with existing systems and avoiding data silos. Key components include ForceDecks (FD Lite), DynaMo Max, DynaMo Max Expansion Package, ForceFrame Max Strength Testing System, and the VALD Hub Cloud Analytics platform with a 5-year warranty, upgrades, and dedicated support. The government states it does not possess the necessary data to manufacture these items from any source other than the OEM.

Submission & Eligibility
This notice is not a request for competitive proposals. Responses received within 3 work days of publication will be considered. A determination by the Government not to compete is solely at its discretion. Approval of a new source is required, but the 355 CONS will not delay award while source approval is pending due to the time required for such approval.
Additional Notes
The justification emphasizes the need for a standardized, integrated system for reliability, validity, and standardization of testing. The 48th RQS is committed to maximizing competition in future procurements by defining requirements generically and conducting thorough market research.
