Purpose & Scope

This BPA aims to achieve land management goals, including increasing forest health, reducing catastrophic wildfire threats, and providing wood resources on National Forest System lands. Work will occur within 150 miles of and including the administrative boundaries of numerous National Forests (e.g., Boise, Payette, Salmon-Challis, Bridger-Teton). Contract Details

  • Contract Type: Blanket Purchase Agreement (BPA)
  • Authority: Stewardship Authority (16 USC 6591c), allowing for Full and Open competition.
  • Period of Performance: 10 years from award date, with an option to extend up to 20 years. Individual call orders may have a performance period of up to two years after the BPA expiration.

The pricing proposal must include pricing for all items in the Schedule of Items for each National Forest of interest.
  • Evaluation Factors: Award will be based on a combination of technical factors and cost/price. Technical factors (Past Performance, Key Personnel, Equipment, Benefit to Local Community) are approximately equal to cost/price, with Relevant Past Performance being moderately more important.
  • Eligibility: Offerors must be actively registered in the System for Award Management (SAM.gov) to be eligible for award.
  • Wage Determinations: Bidders must comply with state-specific Wage Determinations for Idaho, Nevada, Utah, and Wyoming, which outline minimum wage rates and fringe benefits (e.g., Health & Welfare, Paid Sick Leave) under Executive Orders 14026 and 13658.

Key Amendments & Notes

  • Amendment 002 (Latest): Incorporates two FAR class deviations to comply with recent Executive Orders (14148, 14173, 14168, 14208) and removes rescinded AGAR clauses. It also updates wage rates and paid holidays in Section 51 and eliminates non-statutory sustainability requirements.
