Justification for Sole Source
NGA intends to award to Compusult LTD based on RFO 6.103-1(c)(2), citing "Only one responsible source and no other supplies or services will satisfy agency requirements." IGW4 is a follow-on contract for highly specialized services spanning twenty years. Compusult has been the sole developer and maintainer, utilizing their proprietary Web Enterprise Suite (WES) software and secure hosting facilities. The government has restricted rights to the baseline software and does not possess the source code. Awarding to another source would necessitate a complete redesign of the IGW System, resulting in substantial cost duplication and unacceptable delays.
