This document provides responses to vendor questions regarding Solicitation N0018926RL007 for Hotel Lodging services for the International Naval Review.

• Per Diem Rates: The government is not seeking per diem rates for this contract.

• Third-Party Bids: Bids from third-party companies providing hotel lodging will be accepted.

• Tax Exemption Certificate: The government will not provide a Tax Exemption Certificate to the awarded vendor.

• Parking: Hotels must specify parking availability, but a separate line item for parking rates will not be added to the quote.

• Location Quotes: Vendors are not required to provide quotes for all seven (7) specified geographic locations; they should specify which location their quote pertains to.

• Room Occupancy: Pricing should be based on the availability of the required number of rooms at the specified dates. Single occupancy rooms are defined as having one standard bed, and double occupancy rooms typically have two separate beds or one shared bed. Bunk beds will not be considered.

• Proximity: Hotels must be located within one (1) mile walking distance of specified operational sites in New York and New Jersey.

• Submission Requirements: Instructions for proposal submission are detailed in Section L of the solicitation. Vendors should refer to this section for exact documentation requirements.

• Partial Bids: No partial bids or additional items will be accepted. Vendors must quote all CLINs or additional services/items as required to avoid ineligibility for award.

• Rate Quotation: Offerors must provide a firm-fixed price amount per unit quantity for the entire period of time, not a split rate.

• Incumbent: There is no incumbent for this new requirement.

• Award Date: The government intends to make the award on or before April 24, 2026.

• Due Date Extension: Amendment 0001 extends the solicitation due date from April 9, 2026, to April 14, 2026.

Amendment / Modification

This amendment (0001) to solicitation N0018926RL007 extends the solicitation closing date from April 9, 2026, to April 14, 2026. Additionally, it updates the quantity and unit of issue for all CLINs. The Questions and Answers (Q&A) related to this solicitation have also been included as an attachment.

• Section A - Solicitation/Contract Form: The Response Due Date has been changed.

• Section B - Supplies or Services & Prices or Costs: The quantities and units of measure for CLINs 0001 through 0007 have been modified.

• The proposal submission deadline has been extended to April 14, 2026.

• Bidders should review the updated quantities and units of issue in Section B and any attached Q&A for potential impacts on their proposals.

Amendment / Modification

This document is a solicitation amendment for the "INR Hotel Lodging" opportunity (Solicitation Number N0018926RL0070001).

• Section L - Instructions, Conditions, & Notices to Offerors or Quoters: This section has been amended to include "ADDENDUM TO FAR PROVISION 52.212-2, EVALUATION - COMMERCIAL ITEMS."

• The amendment clarifies the evaluation factors for award, stating that the Government intends to award seven (7) separate Firm Fixed Price (FFP) contracts for seven (7) different geographic locations.

• Technical acceptability will be determined based on geographical limitations, hotel rating requirements, and other PWS requirements, evaluated as Acceptable/Unacceptable.

• Price Quotes will be evaluated based on the total evaluated price (single nightly rate multiplied by the total number of required room nights), with price analysis conducted according to FAR 13.106-3.

• The Government reserves the right to consider past performance and conduct price-past performance tradeoffs if aware of information indicating a low-price quote may not represent best value.

• The Government also reserves the right to assess cancellation policies and conduct a best value tradeoff of the cancellation policy.

• A vendor receiving an "Unacceptable" rating in the technical factor will not be awardable.

• The procurement is being conducted under FAR Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation of Commercial Products and Commercial Services," not FAR Part 15.

Solicitation / RFP / RFQ

This solicitation is for hotel lodging accommodations to support U.S. Navy personnel during the 2026 International Naval Review in New York City. The requirement is for an open-source agreement to secure consistent and flexible lodging with competitive rates, reliable availability, and standardized service levels.

• Provision of hotel lodging accommodations.

• Specific room night requirements are detailed for various locations and dates between June 20, 2026, and July 10, 2026.

• Hotels must be reputable, full-service or limited-service properties with consistent standards of quality, safety, and reliability.

• Hotels must be handicapped accessible and provide "smoke-free" rooms unless a "smoke-friendly" option is specifically requested.

• Hotels must be located within one mile of specified operational sites or within a 20-minute commute.

• Hotels must provide a fitness center, business center, refrigerator, coffee maker in each room, and 24/7 front desk operations.

• Hotels must provide a dedicated point of contact for all lodging-related matters.

• Hotels must maintain a minimum average public rating of 3.8 or higher on TripAdvisor or Google Reviews.

• Hotels must provide internet access at no additional charge.

• Hotels must comply with safety and health requirements, including fire safety and bed bug prevention.

• The contract type is Firm Fixed Price.

• The period of performance is from June 20, 2026, to July 10, 2026.

• The government reserves the right to make multiple awards or a single bulk contract.

• Quotes are due by 1300 EST on April 09, 2026.

• Quotes must be submitted via email to Courtney Dunlow and Amber Geusic.

• Offerors must propose one firm-fixed-price nightly rate; rates conditioned on room type or occupancy will not be accepted.

• Quotes must specify the geographic location the quote pertains to and provide documentation of facility location.

• Offerors must provide documentation of an average public rating of 3.8 or higher on TripAdvisor or Google Reviews.

• Technical acceptability will be determined based on meeting geographical limitations, hotel rating, and other PWS requirements.

• Price quotes will be evaluated based on the total evaluated price (single nightly rate multiplied by total room nights).

• The government will evaluate offers separately for each of the seven geographic locations.

• The acquisition is listed as "UNRESTRICTED" with options for Small Business set-asides.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, payment instructions, and cybersecurity requirements.

• Offerors are advised that this procurement is conducted under FAR Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation of Commercial Products and Commercial Services."

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure consistent, flexible, and cost-effective hotel lodging accommodations under a unified agreement for U.S. Navy personnel supporting the 2026 International Naval Review (INR) in New York City.

• Provision of up to an estimated 6,080 total room nights between June 20 and July 10, 2026.

• Accommodations required in Manhattan, Queens (LaGuardia), Brooklyn, and Teterboro, NJ.

• Includes single and double occupancy rooms, designated as "run of house".

• Hotels must be reputable, full-service or limited-service properties with consistent standards of quality, safety, and reliability.

• Dates: June 20, 2026, to July 10, 2026.

• Locations: Properties strategically located within Navy group immediate work areas in Manhattan, Queens, Brooklyn, New York, and Teterboro, New Jersey.

• Proximity: Hotels must be within one mile of specific operational sites (Javits Center, Times Square area, Pier 88, LaGuardia Airport, Brooklyn Bridge, Teterboro Airport, Edgewater NJ).

• Staging Area: A convenient and weather-protected staging area for Navy personnel.

• Hotel Rating: Minimum average public rating of 3.8 on TripAdvisor or Google Reviews.

• Facilities: Access to a 24/7 fitness center and business center.

• In-Room Amenities: Refrigerator and coffee maker in each room.

• Front Desk: Staffed 24/7 for guest support and emergency assistance.

• Point of Contact: A dedicated representative for all lodging-related matters.

• Security: Safe and secure environment, adequate lighting, controlled access, operational security cameras, security logs, and emergency procedures.

• Staff Awareness: Staff trained on security protocols and guest privacy.

• Room Security: Functioning door locks, interior deadbolts/latches, in-room safes, and electronic entry mechanisms.

• Internet: Included at no additional charge.

• Parking: Hotel must specify availability.

• Safety Compliance: Must comply with the Hotel and Motel Fire Safety Act of 1990 and Americans with Disabilities Act.

• Health Compliance: Must follow NYC Department of Health guidelines for bed bug prevention.

• The Government may make multiple awards or a single bulk contract based on availability, pricing, location, and overall value.

• Cancellation by the Government is permitted up to 20 days prior to the scheduled occupancy date.

• "No-Show" and "Early Dismissal" policies must be provided in proposals. No charges for early dismissals.
