Internet Circuit 230/230 Mbps with 8 IP Addresses

This Request for Quotations (RFQ) seeks proposals for a one-year internet circuit with 230/230 Mbps bandwidth and 8 IP addresses for the U.S. Embassy in Bangkok, Thailand. The government intends to award a contract to the responsible offeror providing the best value through a comparative evaluation process, which is not strictly LPTA or trade-off.

• Procurement of a one-year internet circuit with 230/230 Mbps bandwidth and 8 IP addresses.

• Service must be available 24/7/365.

• Requires dedicated, non-shared, always-on bandwidth with unlimited usage.

• Fiber optic connectivity is preferred.

• Specific requirements include: Cisco 4xxx Series routers (or higher), DHCP function, inclusion of media and hardware, and Wi-Fi disabled on the router.

• The service must meet specific performance standards: Packet Loss <= .5% and Availability of 99.9%.

• Prohibits the use of ZTE, Huawei, Xiaomi, and affiliated branded products.

• Requires 7x24x365 service support, including on-site support if necessary.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Period of Performance: One year, commencing July 22, 2026, through July 21, 2027.

• Pricing: To be submitted in Thai Baht.

• Value Added Tax (VAT) is not applicable due to embassy tax exemption.

• Submission Deadline: June 29, 2026, at 4:00 PM (Bangkok local time).

• Proposals must be in English.

• Submission Method: Electronically to BangkokGSOProcurement@state.gov.

• File Format: Adobe Acrobat (pdf), not exceeding 25MB per file. Multiple files are permitted if necessary.

• Evaluation: Comparative evaluation based on technical, past performance, and price. Offers must meet basic responsibility standards and solicitation compliance.

• Questions Deadline: June 22, 2026, at 12:00 PM (Bangkok local time). Questions must be submitted in writing to BangkokGSOProcurement@state.gov.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.

• Offerors must be local Telecommunication's Internet Service Providers (ISPs) in Thailand.

• Requires evidence of local licenses and permits, including from the National Broadcasting and Telecommunications Commission (NBTC).

• Required documents for submission include: SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, Proof of SAM Registration, and the Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire (Attachment 1).

• The solicitation incorporates various FAR clauses by reference, including those related to terms and conditions, contract clauses, solicitation provisions, and evaluation factors.

This document is a Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire that vendors must complete as part of their offer submission. It requires vendors to provide specific information regarding their organization's C-SCRM practices.

• Section 1: Contact Information: Requires the vendor's company name, primary Point-of-Contact (POC) name, job title, phone number, and email address.
• Section 2: Vendor Risk Management Plan: Asks about the organization's practices for identifying supply chain threats, mapping suppliers to these threats, and having written C-SCRM requirements and verification processes in contracts with key suppliers. References to NIST SP 800-53 are provided.

Vendors must complete this questionnaire by providing responses in the designated "Vendor Response" column (Column D) for all applicable items. The government may request documentation to validate these responses. Failure to provide complete and accurate information may impact the evaluation of the offer.
