Scope of Work

This requirement is for a new installation of internet service at 120-122 Wireless Rd, Lumpini, Pathumwan, Bangkok 10330. Key requirements include:

  • Guaranteed speed of 500/500 MBPS (International/Domestic).
  • Minimum of four public internet routable addresses with a /28 subnet mask, not filtered or blocked for IPSEC ports/protocols; no Network Address Translation (NAT).
  • Packet Loss <= 0.5% and Availability of 99.9%.
  • Dedicated and unlimited bandwidth, not shared or bundled.
  • Support for all IP protocols without filtering, firewalls, proxies, or stateful inspections.
  • Ability to ping 169.252.0.0/16 and 169.253.0.0/16.
  • Physical interface: Gigabit, LC fiber connection, multimode fiber.
  • Support for installation of customer-supplied VPN encryption device; Wi-Fi must be disabled on the router.
  • 24/7 technical support.
  • Contractor must not be a reseller, broker, or third-party, and must have a minimum of 7 years of experience in the ISP industry.
  • Fiber Optic connectivity to the U.S. Embassy Bangkok compound is required.
  • No ZTE, Huawei, Xiaomi, or affiliated branded products are permitted in use on the internet connection.

Contract & Timeline

  • Duration: One-year base period (9 months for the first year) and three one-year option periods.

  • Required Forms: SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire, and State Department Secure Software Development Attestation Form.
  • Submission Format: Proposals must be in English, in Adobe Acrobat (pdf) format, and not exceed 25MB per file. The C-SCRM Questionnaire requires responses in the designated "Vendor Response" column.
