Statement of Work (SOW)

To provide internet service for the Kilmer Hall Student Activity Center (SAC), maintaining current or existing fiber/coax lines and ensuring reliable internet access for end-users.

• Maintain current or existing fiber/coax lines from a centralized base location to the SAC.

• Provide internet access enabling distributed communication services.

• The contractor may use existing Spectrum fiber switch, modem, and router if they meet service requirements. If existing equipment is obsolete, the contractor is responsible for providing updated equipment.

• Provide 1 gigabyte over fiber line and 1 gigabyte over coax with 2 gateways (1 main line and 1 back-up fail-over).

• Replace existing fiber switch, modem, and router. If current devices are functional, they may be used.

• Maintain dedicated fiber line(s) and provide static IP addresses for communication with existing equipment.

• Location: 3222 Corporal Johnson Rd, Bldg. 1477, JBSA Fort Sam Houston, TX 78234.

• Base Period: 8/18/2026 - 8/17/2027

• Option Year One: 8/18/2027 - 8/17/2028

• Option Year Two: 8/18/2028 - 8/17/2029

• Option Year Three: 8/18/2030 - 8/17/2031

• Option Year Four: 8/18/2031 - 8/17/2032

• Normal duty hours: 7:30 A.M. to 4:30 P.M., Monday through Friday, excluding Federal Holidays.

• Work outside normal duty hours requires pre-approval from the Government.

• Initial setup of the fiber switch within the existing networking rack.

• Conduct pre-scheduled routine service calls to check equipment operation.

• Service calls will be scheduled in advance, with flexibility for changes based on SAC needs.

• In case of equipment failure (software or hardware), the SAC admin team will notify the Contractor.

• Contractor has 24 hours to formulate a repair response.

• Once a solution is validated, 48 hours are allowed to ship parts (if necessary) and initiate repair.

• Conduct business professionally and courteously.

• Comply with FCC customer service standards.

• Maintain proper clearance and access to the base and facility.

• All personnel must be U.S. citizens and subject to National Crime Information Check (NCIC).

• Worker entry must be coordinated in advance with the Government Point of Contact or Contracting Officer.

• Entry to JBSA Fort Sam Houston is via the Walters Street Gate (Main Gate).
