Statement of Work (SOW) / Performance Work Statement (PWS)

To provide certified individuals to perform maintenance, inspections, expert witness testimony, and operator training and certification for three (3) Intoxilyzer 9000 machines at Fort Bliss.

• Maintenance, calibration, servicing, and inspection of three (3) Intoxilyzer 9000 machines to ensure compliance with State certification requirements.

• Conducting monthly on-site inspections, checking reference solutions, verifying calibration, and performing new calibrations.

• Maintaining and providing inspection and maintenance records to prosecuting authorities.

• Providing courtroom testimony and conducting training for military and civilian police personnel.

• Compliance with all applicable Federal, Texas State, OSHA, and Army regulations.

• Minimum operational readiness rate of 95% for Intoxilyzer instruments.

• Maintenance performed between the 1st and 20th of each month.

• 24-hour notice required for scheduling maintenance and inspections.

• Response within 3 hours for machine failure during normal operating hours; as needed for emergency calls outside normal duty hours.

• Period of Performance: One (1) Base year of 12 months and four (4) 12-month option years (April 29, 2026 - October 28, 2030).

• Place of Performance: Fort Bliss Military Police Station, Building 20709 Sergeant Major Blvd, Fort Bliss, Texas 79918.

• Contractor must be a Texas State Certified Intoxilyzer 9000 service and maintenance provider.

• Contractor must be capable of training and certifying federal law enforcement officers.

• Compliance with Texas Breath Alcohol Testing Regulations, Texas Forensic Science Commission standards, and Texas Department of Public Safety regulations.

• Contractor personnel require local background NCIC checks at proposal submission and annual checks thereafter.

• Compliance with security requirements, including access and general protection policies, and potential background checks for all personnel.

• Drug-free workforce compliance.

• Development and submission of a Quality Control Plan (QCP) within 10 days of award.

• Adherence to safety laws and regulations, including developing an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).

• Required training for all personnel: Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, Information Assurance (IA)/IT, and Personally Identifiable Information (PII).

• Government-furnished property (GFP) includes three (3) Intoxilyzer 9000 machines, printers, tables, chairs, and cabinets. Contractor must manage and account for all GFP.

• Contractor shall furnish necessary materials for certification and maintenance, including mouthpieces, simulator solutions, acetone, and compressed gases.

The services are required by the Fort Bliss Directorate of Emergency Services to ensure the operational readiness and legal compliance of these devices.

• Requirement: Maintenance, calibration, certification, operator training, and expert testimony for Intoxilyzer 9000 instruments.
• Location: Fort Bliss, TX (100% on-site Government, 0% off-site Contractor).
• Period of Performance: One (1) 12-month base year, with four (4) 12-month option years, and a six (6) month extension option.
• Potential Set-Aside: The requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business categories will be considered.
• Submission: Interested parties must submit a capabilities statement (max 10 pages) via email by 10 am MST on March 20, 2026. Specific information required includes organization details, tailored capability statements, past performance, subcontractor management, technical skills, small business status, and facility/safeguarding compliance.
• Contract Type: Anticipated to be Firm-Fixed Priced.
• Important Note: This is NOT a Request for Proposal (RFP). Responses are voluntary, and no funds are available for response preparation. Responding does not preclude future participation in RFQs, IFBs, or RFPs. The government will evaluate responses to determine market capacity and may conduct further market research, potentially identifying a subcontracting goal if competition is unrestricted.
