• This acquisition is set aside for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide certified individuals to perform maintenance, inspections, expert witness testimony, and operator training and certification for three (3) Intoxilyzer 9000 machines at Fort Bliss, TX.

• Perform maintenance, calibration, servicing, and inspection of three (3) Intoxilyzer 9000 machines to ensure compliance with Texas State certification requirements.

• Conduct monthly on-site inspections, check reference solutions, verify calibration, and perform new calibrations as needed.

• Maintain and provide current inspection and maintenance records to prosecuting authorities upon request.

• Provide courtroom testimony and conduct training for military and civilian police personnel on the use, knowledge, and certification of the Intoxilyzer 9000.

• Provide annual certification training for 10-15 Fort Bliss Law Enforcement Officers in July and annual recertification for 20-30 officers in February.

• Maintain records of tests, analyses, diagnostic checks, error conditions, maintenance, operator records, and certification for five (5) years.

• Respond to machine failures within three (3) hours during normal operating hours and to emergency calls outside normal duty hours.

• Minimum operational readiness rate of 95 percent for the Intoxilyzer instruments.

• Deliverables include Monthly Diagnostic Reports, Monthly Invoices, and Expert Testimony.

• Period of Performance: One (1) Base Year (12 months) and four (4) 12-month option years.

  • Option Years: April 29, 2027 - October 28, 2030 (with a partial Option Year 3 ending Oct 28, 2030)

• Place of Performance: Fort Bliss Military Police Station, Building 20709 Sergeant Major Blvd, Fort Bliss, Texas 79918.

• Contractor must be a Texas State Certified Intoxilyzer 9000 service and maintenance provider.

• Compliance with Texas Breath Alcohol Testing Regulations, Texas Forensic Science Commission standards, and Texas Department of Public Safety regulations.

• Development and maintenance of a Quality Control Plan (QCP).

• Compliance with all applicable Federal, State, and local laws and regulations, including OSHA, safety, and environmental requirements.

• Personnel must undergo background checks (NCIC) and potentially drug testing.

• Contractor personnel must wear identification badges and comply with installation access and security policies.

• Government-furnished property (GFP) includes three (3) Intoxilyzer 9000 machines, printers, tables, chairs, and cabinets. Contractor must manage and account for GFP.

• Contractor must provide necessary materials and equipment not listed as GFP.
